Considering a. that UT as a higher education under the Ministry of Education and Culture has produced educational material to enhance teaching and learning. b. that the said educational material in point (a) can be reuse and repurpose as open educational resources. c. that to ascertain the reuse and repurpose of the said educational material requires to adopt creative commons license. d. that those above reasons UT constitutes open license to UT educational material, Bearing in mind: 1. Law No. 20 of 2003 on Indonesia Education System 2. Government Decree No. 66 of 1999 on The Implementing regulation of the Law No. 20 of 2003 3. President Decree No.91 of 2011 4. President Edict No. 41 of 1984; No. 10 0f 1991; no. 136 of 1999; 52/M 0f 2009 5. Ministry of Education and Culture Decree No. 24 of 2012 RESOLVE To stipulate First : The open license of UT educational material is determined as articulated in the addendum Second : The said open educational material as follows 1. Digital educational resources stored in UT digital library including Research output, conference proceedings, course outline. 2. Digital educational resources stored in UT Research and Community Service web page including journal, book, abstract compilation, and training resources. 3. Digital educational resources stored in Faculty web page including curriculum and course description. 4. UT Catalog 5. Internet based educational materials 6. Video program stored in Internet TV – UT 7. Educational resources in Prudent Teacher On line (GPO) Third : The open license of UT educational material aims at protecting the creator and preventing the misuse of UT educational material. Fourth : The open license articulated in the first provision permits the reuse and repurpose of the educational material compliance to the articulated license. Fifth : The other provision needed will be determined by subsequent decree. Sixth : The decree is in effective since it is promulgated.

The Addendum of UNIVERSIAS TERBUKA RECTOR DECREE No.1255/UN31/KEP/2012 Open license of UT educational material is as follows 1. Creative Common license: Attribution, Non Commercial and Share Alike is applicable to Video Program stored in UT Internet TV, Prudent Teacher Online (GPO), Internet based learning material enrichment.
2. Creative Common license: Attribution, Non Commercial and No Derivatives is applicable to digital educational resources stored in UT digital library including dissertation, thesis, research output, conference proceedings, course outline; digital educational resources stored in UT Research and Community Services web page including journal, book, abstract compilation, and training resources; digital educational resources stored in Faculty web page including curriculum and course description: and UT Catalog.Policy Comments:
