That page is a bit misleading on the flickr urls, or else flickr has changed. The url is of the pattern: <Url type="application/rss+xml" template="http://flickr.com/search/?l=cc&q={searchTerms}" />
The return results from the search specified above are pure HTML, not rss+xml.
