Description: "To require Federal agencies to collaborate in the development of freely available open source educational materials in college-level physics, chemistry, and math, and for other purposes."
- Establishes NSF pilot program to develop a comprehensive set of college freshman level “open source” textbooks and other materials in physics, chemistry and calculus. Materials must be completed 4 years after enactment of the bill, and must go through a quality review process.
- Establishes a federal website to house the NSF open source materials.
- Requires all federal agencies with $10M+ annual budgets for “scientific education or scientific outreach” to use at least 2% of that money for collaboration with NSF on reviewing the quality of materials on the federal website.
