Creative Commons is working with Fundacion Karisma as the Colombian affiliate.

KARISMA FOUNDATION Karisma Foundation is a Colombian NGO founded in 2003 and located in Bogota. Its mission is to support the spread and good use of Information and Communication Technologies (ICT) in the Colombian society. Karisma has worked with educational institutions since the beginning, providing content and support on the use of ICTs in the learning process and developing a special interest for the new open paradigm especially regarding the copyright challenges of digital technologies. Karisma is also engage in social innovation projects related to ICT. These work has been the bridge to think on human rights in the digital frame and brought us to work more during the last 2 years in the context of the copyright reform and public policies.

Team Members

CAROLINA BOTERO is a researcher, lecturer, writer and consultant on issues related to law and technology. She has developed a special interest on the challenges that the educational sector faces regarding copyright issues while working with Karisma Foundation in Bogotá. She is an active member of the Colombian Free Software community.She is leading the Law, Internet and Society group inside the Karisma Foundation. This group is in charge of the Creative Commons project at the foundation and she is legal lider of Creative Commons Colombia. Since 2011 she is Regional Project Manager for Latinamerica for Creative Commons.

MARIA JULIANA SOTO Studied Social Communication – Journalism at the Universidad del Valle (Cali, 2010). She studied music for many years, but finally decided to work on media. In the last years she works on alternative communication, radio art and audiovisual archives. Her experience includes building digital contents and on doing so she has developed a major concern for how this construction is done. She was born in Cali where she has returned after having a one year training in Fundación Karisma. She is now supporting the freeculture efforts from this city and working in lugar a dudas. • blog

PILAR SAENZ is physicist by profession but activist by vocation. She’s a free software, open technology and open culture enthusiast. She is a consultant in education and technology issues. She works in Karisma Foundation as projects coordinator and as a researcher on issues related to free culture. She also participates in other Colombian communities and groups as HackBo (a hackerspace in Bogotá) and RedPaTodos, a group that seeks to influence the Colombian legislations to defend an open, secure and collaborative Internet.

LUISA GUZMAN is a Lawyer from Universidad de los Andes in Bogotá (2013). She works in Karisma Foundation as research assistant on issues related to digital rights on Internet.

MARITZA SANCHEZ Studied Social Communication – Journalism at the Universidad de Antioquia (Medellín). At present she is public leader of Creative Commons Colombia; works as Digital Communications Manager at Universidad Cooperativa de Colombia and is member of colombian alternative education project “Lo doy porque quiero”. She has worked as director, teacher, editor and research assistant in different projects and institutions as ALTAIR [digital experimentation laboratory of the Universidad de Antioquia], Universidad Eafit, Pulso Social, PR & on line Socialatom Group, Cross Media, Karisma Foundation and Campus Party.

Jurisdiction MOUs

The first MOU was signed by Universidad del Rosario back in 2005, since then Carolina Botero become coleader and because of her relation with the Karisma Foundation we supported CC’s activities in Colombia since the begining. Karisma Foundation signed a MOU with CC in September 3, 2009

Vision

Colombia has been traditionally very supportive of strong copyright legislative structures despite the fact of being in the third world and having a multiethnic population with a very diverse views of the creative process. CC shows some of the copyright current problematic issues and align them from a legal perspective that could be of good use in our country. From our own perspective, considering that the Foundation’s mission is to support the diffusion and good use of Information and Communication Technologies (ICT) in the Colombian society, we believe Creative Commons is an important tool that could be implemented in different sectors of the Colombian society. It is so especially because Karisma has worked mainly with educational institutions since its inception, providing content and support for the use of ICTs in the learning process. “Open” ideas, problems and solutions are present from the start. The scope of Karisma´s work now supports the appropriation of ICT in many other sectors—in this context, we also find it very useful and important to be associated to the Creative Commons licences and the networks that are related to them. Leading Creative Commons activities in Colombia is easy to match with our current normal activities; analysis, consultation, proposals, trainings, teaching materials, legal advice and analysis on ICT issues, as well as the design and organization of conferences and seminars on ICT appropriation, especially regarding educational, citizen and cultural matters.

What do you think makes a successful jurisdiction project?

  1. The fact that the normal activities of the affiliates are easily related to CC activities, because then the effort that the CC project requires is part of the day-to-day work and has a direct benefit for the affiliate.
  2. The affiliate needs to have a commitment with openness not just on the “conceptual” or “theoretical” part of the idea but also in terms of the affiliates' approach towards others. The project has to be open for people and institutions in the jurisdiction to ask questions, find support and get involved with Creative Commons ideas, the affiliate has to be first a catalyst and then the expert.
  3. The affiliate must build a network on the national and international level that allows the project to have communicating vessels, a real network that allows the project to grow and learn from others.

How do you see the jurisdiction project contributing to the CC Affiliate Network?

We have been working in the open world for various years. We have built our own expertise on the project that we can share with others. This expertise is relevant not only to the diffusion of the project in our country but also in relation with other regional and worldwide projects.

We support their activities and will continue organizing activities that will involve them doing capacity building or just sharing experiences to facilitate the use and diffusion of CC licenses.

Priority Goals

  1. Local Projects We will continue to work with artists, entrepreneurs, activists, etc. to show their use of CC as example to others, to provide them with information and support their efforts in providing CC information.
  2. Open Access and OER We will continue to work with different stakeholders in order to promote public policies engaging teachers, scientifics, public policy makers, librarians and basically any person that need academic and scientific information produced in Colombia and in the Latin American region.
  3. Promotion and Capacitation Beyond attending events that we are normally invited and answering questions, we will feature specific activities nationally like CC salons or audiovisual festivals and CC workshops to promote free culture in a broader audience, those that already know CC and those getting in touch with the concept.

Resources Required

Main resources such as those necessary for promotional material are provided by Karisma Foundation and the human resources are by a volunteer team that is willing to support the effort.

Sustainability and Scalability

We know that we are drawing mostly from volunteers, therefore we design this road map mixing our normal activities with commitments on CC goals, this will give us the flexibility to reach the goals even if they take longer. However, we are committed to work on this and guarantee compliance to the best of our ability. The leadership is guaranteed in the fact that we have a team that will be supporting each other.

According to the nature of the goals we will use different means of communication.
