If you can't find what you're looking for, try asking the community at the relevant curator site. Some have specific request mechanisms, e.g., http://openclipart.org/wiki/Clip_Art_Requests

If you are still without clue, try the [cc-community] mailing list.

You could also try creating (or paying someone to create) the work desired and releasing it under a CC license.
