* Description: The School of Open is a community of volunteers focused on providing free education opportunities on the meaning, application, and impact of “openness” in the digital age and its benefit to creative endeavors, education, research, and science. Creative Commons affiliates will present their School of Open projects and courses, including the School of Open Kenya Initiative, School of Open in German, Copyright for Educators, Open data for GLAMs, and more. We will hold a panel discussion on lessons learned and how to scale the initiative globally in online, offline, and multilingual settings. What do affiliates want to achieve through the School of Open? What are affiliate priorities around “open” education and awareness building?
* Description: What are our goals, as members of the international CC affiliates network, when attending local conferences, meetings with stakeholders or giving presentations in various forums? Is it to promote the actual use of CC licenses? To promote free/open culture? To educate the public about copyright law? Are we trying to advocate abstract values or practical tools? Should we take an ideological standpoint or a pragmatic approach? As one of the early chapters to join the international affiliate network, since the launch on 2005, the CC-Israel team had the opportunity to speak in numerous occasions in front of different types of audiences; from school kids to parliament members, from bloggers to museum curators and from NGOs to collection societies. While, generally speaking, reactions were positive and constructive, sometimes the outcome of such advocacy efforts were not quite as we intended or expected them to be. For instance, when promoting Creative Commons licenses in a bloggers meetup, are we supporting open content or are we over-educating about copyright? Will a presentation for school children advance open education efforts or strengthen the scary campaigns of the BSA? Should we address content producers and content consumers with uniform themes or with specifically tailored notions? Our presentation will begin with examples of different Israeli “case-studies” and the lessons learned during 8 years of advocating Creative Commons in Israel. We will then present our idea of a differential approach, promoting different, specific aspects of the project vis-a-vis different types of audiences. Sharing and discussing past experiences and future strategy among affiliates, old and new, will hopefully help improving the effectiveness of local and global advocacy efforts.

Since then, other pilots have been developed in Europe and there is an increasing interest in possible pilots in Latin America. Importantly, the European Union is currently debating a new directive (law) on collective management of rights, including the ability of members to use open content licenses. Now is therefore good time to review the pilots to date and their future role, and to look at the policy developments in Europe. We will aso look at the plans for the Creative Commons friendly Collecting Society C3S that is currently being set up in Europe (see: http://c3s.cc/)

In 2013, Buma/Stemra the pilot concluded and the society has now made the ability of its members to use the NC licenses a permanent option for its members. There are other pilots in Europe and an increasing interest in Latin America where Creative Commons is working with at least 3 new possible pilots. It is an excellent opportunity to review the pilots to date and consider their future role. Importantly, the European Union is debating a new directive (law) on collective management of rights.  As part of that debate, the ability of members to use open content licenses is currently being discussed. Those discussions have netted various policy proposals, such as the right to use Creative Commons NC licenses, or allow members to withdraw works from collective management altogether. This discussion has the potential to solve the issue in the European context.

Creative Commons and Collecting Societies pilots for the music sector

They were clear: without clearly defined support, open policies are significantly less likely to be introduced and adopted. This session provides an update on the progress of the Open Policy Network and future planning with affiliates, especially for OER policy adoption.
