More about CERSA

Founded in 1967, the Research Center in Administrative Science (CERSA) is a joint research institute of the University of Paris 2 and the National Center for Scientific Research (CNRS). Dedicated to the study of administrative phenomena at all levels, CERSA is host to researchers in public law, political science and sociology. The research group in Information Technologies, Law and Linguistics (IDL) works on Information Technologies regulation, governance, normative process and legal modelling. It also develops cognitive interfaces and applications within local and European projects and networks.

Why do you identify yourself as being part of the listed region(s)? CC France members participate to CC Europe meetings.

Vision

• Why is Creative Commons important for the jurisdiction? Because France recently enacted two controversial law with regard to author's rights. There is also a stronger need to counter the growing powers of the SACEM.

• What do you think makes a successful jurisdiction project? To participate to the current debate against the growing powers assigned to the SACEM. For instance, to help reach an agreement with the SACEM.

• How do you see the jurisdiction project contributing to the CC Affiliate Network? Reporting on problems and reports on the experiences in France. To strengthen the relationships and to create a community with other CC jurisdictions.

Community

Priority Goals

1. Focus-area: Develop the core team by integrating new members and creating an advisory board. Raise funds.

• Why is it important? It will reinforce the project by giving more resources and ideas.
• Which communities will benefit? All communities, especially those who are not in the field of expertise of current team members

2. Focus-area: Education. Scientific publications and data. Public sector information.

• Why is it important? Science and education will advance quicker if resources are available under clear and open conditions. It is also important to re-establish and develop new links with institutions in France which has a long tradition of public sector and where CC can make an impact. In general, it is important to develop access to and dissemination of knowledge.
• Which communities will benefit? Researchers and educators in France, Europe and other countries. National and local governments and cultural institutions that will be approached for the benefit of the entire society.

3. Focus-area: Music Collecting Societies

• Why is it important? In order for artists to be able to benefit from the system of collecting societies, as well as the visibility they can derive from CC licenses. Also in order to remove misunderstandings.
• Which communities will benefit? Music community, industry and institutions in France, and eventually in other countries if we manage to reach an agreement case which could have spill-over effects.
