Roadmap

Definitions

As mentioned in the Self-Assessment Tool, a successful Jurisdiction Team must have members with a diverse skill set that the team members should have and an institutional affiliation. We couldn't agree more! That's why we have composed our team with experts from different fields: public relations, legal studies, tech support, and language translation. We have also sought support from our university‚Macau University of Science and Technology (MUST), who is more than happy to be our affiliate institution on a long-term basis. We believe we have a great potential to build ourselves into a successful Jurisdiction Team with our expertise, hard work and team spirit.

Priorities

We plan to complete the porting process within one working year‚from September, 2010 to November, 2011, excluding January, July and August. During the winter and summer breaks, we faculty members have respective research projects to work on and it is usually difficult for us to gather together for cooperative tasks on our CC project and provide necessary feedback to CC Headquarters.

Therefore, according to our 12-month schedule, our three priorities in the first quarter are: (1) to translate the license verbatim into Chinese (the first official language in our jurisdiction); (2) to analyze and modify the license so as to comply with the Macao copyright legislation; (3) to study about local communities, demand for porting the license.

Our three priorities in the first working year are: (1) to prepare the first Chinese draft of the license; (2) to prepare the second Chinese draft; (3) to initiate the public discussion.

Deliverables

The outputs we plan to deliver are as follows:

Community

Our project is supposed to target all communities in Macao, including individuals and organizations who would like to partially share their creative works. However, we will also try to figure out some specific communities which will use the CC license most by (1) conducting surveys among the artistic and creative communities in Macao to check whether there is a great demand for porting the license; (2) studying the legal cases in Macao to find whether there are cases about copyright infringement on the internet and how they were tried; (3) consulting the Intellectual Property Department of the Macau Economic Services about the existence of non-governmental organizations which manage the sharing of creative works. These NGOs, if they do exist, can be our additional partners.

Team Composition

According to our expansion plan in our Self-Assessment, some student volunteers will be recruited in our Tech team and an expert on Portuguese will be recruited in our Language team when necessary.

Metrics

The CC license will definitely benefit the local communities by offering more legal opportunities for self-publishing, content sharing and idea exchanging through digital technologies. Under the CC license, the authors can make the best of their works by sharing them with the general public, while finding less accidental infringements to deal with. In a word, besides promoting the creative works in Macao, the CC license can also help create a better relationship between the author and users.

Technology

We will prepare XHTML files for all 6 ported licenses as required, and the scripting language will be JavaScript.

Concerning the website construction, we plan to build a publishing platform with WordPress. Later on, we will set up a CC MicroBlog as well as a photo sharing site under the CC license.

If possible, we hope CCi Headquarters can help us set up the PHP/MySQL development environment for our WordPress platform.

Sustainability

To port CC license to Macao is a non-profit public activity and all the members volunteer to work on this project, so our biggest challenge is the financial problem. As mentioned, our university MUST is willing to support us for quite a long time, before and after the porting, but in the long run, we do need some other donations. We sincerely hope CCi Headquarters can help us find some donors to ensure our long-term success.

A lot of countries and regions in Asia and the Pacific have ported CC licenses. With some exchange programs, we can benefit from their successful experience, and avoid mistakes so as to do our work efficiently.

We also hope we can participate in all international activities concerning Creative Commons, and keep close contact with other jurisdiction teams through the international CC network.

Regional Collaboration

The other three regions across the strait (China Mainland, Hong Kong and Taiwan) have all got localized CC licenses, so it is very necessary for us to port the license to Macao. We will try our best to take part in all the regional activities. We will contribute to the regional collaboration by sharing the local Intellectual Property Law with other jurisdictional teams and by holding conferences on CC to provide platform for regional discussion and cooperation.

Among the jurisdiction teams in Asia and the Pacific, we would most like to work closely with China Mainland, Hong Kong, Taiwan, Singapore, Korea, Japan and Malaysia.

Legal Work

Stability of Copyright Law of Macao maybe the major legal challenges facing the license porting. Because the Copyright Law of Macao which is now applicable was promulgated in 1999. And now it may need amendment. In view of this, we will continue our license porting, and at the same time make close cooperation with legislative authority of Macao.

Translation

The Macau Basic Law states that the official languages in Macao are Chinese and Portuguese, so both Chinese version and Portuguese version of CC license will be provided. However, since about 98% of the population in Macao use Chinese in their daily life, Chinese version will be used in promotion.

We just consider this roadmap a bit too complicated.
