Why do you identify yourself as being part of the listed region(s)? Because Rwanda- where this new CC chapter is opening is located on the African continent.
Vision
Why is Creative Commons important for the jurisdiction?
Rwanda is a developing country; publishing books and materials are expensive because most of the materials are produced and imported from outside the country. There is a great need to promote creative commons to enhance mostly access and use of information and learning materials for development. It happens also that there not creative commons framework that provides opportunity to communities and institutions to get engaged in cc activities. What do you think makes a successful jurisdiction project?
After the adaptation of cc tools and framework. I believe that it will be very relevant to start the promotion of cc materials (OER/ OCW) and mostly increase the sensitisation of communities and institutions to create resources under creative commons.
How do you see the jurisdiction project contributing to the CC Affiliate Network?
This project will greatly contribute to the cc affiliate network and the development of the country because it fits well in the framework of cc promoted activities and responds to the current needs of the country.
Community
Describe the communities that are currently active in the project.
The communuties being sensitised to get involved in this project are High learning institutions, open learning exchange (OLE) Rwanda and different organisation promoting the development of creative commons in Rwanda
How will you continue to engage with these communities?
Since the host organisation has been working with the Ministry of Education to different communities promoting OER and OCW in Rwanda we shall strengthen the relationship and create new partnership to enhance the development of materials under cc.
Describe the communities (existing or new) that you plan to focus on during the timeframe covered by this roadmap?
During the timeframe of this roadmap, we are mainly intending to focus on universities both public and private, colleges, research centers and organisation promoting the development, access and use of creative commons resources and framework.
How do you plan to engage with these communities?
Workshops, regural community meetings (once per term), a cc annual local communities assembly, formal and informal networks and publication ( a newsletter every 6 months, blog and exchange through twitter, facebook...)

a) Creation and adaptation of cc tools and framework to Rwanda and community building. b) Promoting access and use of resources created under cc framework c) Facilitating the development of cc resources for development (education, Health and agriculture areas).

It is very important because we don’t have existing cc framework and Institutions that have just started the promotion of resources created under cc framework but with scattered efforts.

Over the 2 years period (of the MOU); we shall: • Organise 4 cc related workshops for communities building and tools and framework adaptation, • Promoted the publication of cc related work papers in Rwanda ( at least 3 papers), • Publish 4 newsletters and many exchange through blogs, twitter, facebook, workshop and annual reports.

Workshop will be organise within an interval of 6 months for the period of 2 years.

• Promoted the publication of cc related work papers in Rwanda ( at least 3 papers), Expected start date - Expected date of completion We will be publishing papers on cc Rwanda once every 9 months ( 3 papers at least in 2 years).

• The objective is ti ensure that comunities are well informed about cc work and communities are sensitised to get involved.
Focus-area Project Output. • Publish 4 newsletters and many exchange through blogs, twitter, facebook, workshop and annual reports.
Expected start date - Expected date of completion • Newsletter will be published consecutively in November 2011, April , September and December 2012. Blogs will be most frenquent as often as opportunities arise.

• This output will provide the edge that the community wants and help community members to stay engaged in the debates, activities (licences) and planning of cc activities.

We have measurable statistics on the number of activities to carry out and we shall develop a monitoring and evaluation framework to ensure an effective tracking of the progress to inform planning and future activities.

What human resources or expertise must the team seek out or add to your existing resources, if any, in order to achieve your priority goals? We are seeking for a qualified and dedicated IT person to assist the development and maintainance of IT related activities.

What technology resources must the team seek out or add to your existing resources, if any, in order to achieve your priority goals? How will you obtain these technology resources? We intend to engage in fundraising and seek contribution from organisation and people in to bring together materials and resources for this project.

What material resources must the team seek out or add to your existing resources, if any, in order to achieve your priority goals? 2 Laptop Computers, cameras (video and photo) a printer and publishing software.

Sustainability and Scalability.
How will you ensure your goals will be completed if unforeseen circumstances interrupt the project, such as changes in the leadership of the project or outputs taking longer to complete than anticipated?
The project i.e. CC will be hosted by OLE Rwanda in partnership with different university institutions in the country. Thus, in their collaboration agreement, all the stakeholders have undertaken, to the best of their means and in consideration of reasonable situations, to ensure a successful achievement of CC goals even in case some unpredicted events may occur.

By exchanging on ongoing activities and updating each other on cc trends to learn from each other.
What are other jurisdictions doing that might support or contribute to the project?
We can learn from other jurisdictions especially those located in developing countries and Africa and East Africa in particular.

Once we have established firmly our cc chapter.

Strengthen community building in East Africa; establish collaboration and exchange mechanisms and explore planning in unison for activities of common interest.

CC- Rwanda chapter will be promoted in English, French and Kinyarwanda. This is because these three languages are officialy used in Rwanda, the latter one being the national language common to all Rwandans.
