If you're looking for specific imagined CC licensed content, first try searching and browsing relevant content curators.
If you can't find what you're looking for, try asking the community at the relevant curator site. Some have specific request mechanisms, e.g., http://openclipart.org/wiki/Clip_Art_Requests
If you are still without clue, try the cc-community mailing list.
You could also try creating (or paying someone to create) the work desired and releasing it under a CC license.
