Description: This bill would end a program that provides government subsidies to student loan companies and use the saving to increase Pell Grants and other scholarship programs. It would also provide funding for renovating and constructing public schools and community colleges and ensuring that such institutions meet environmental and energy standards. (Open Congress). SEC. 505. NATIONAL ACTIVITIES. (a) Open Online Education- From the amount appropriated to carry out this section, the Secretary is authorized to make competitive grants to, or enter into contracts with, institutions of higher education, philanthropic organizations, and other appropriate entities to develop, evaluate, and disseminate freely-available high-quality online courses, including instructional materials, for training and postsecondary education readiness and success. Entities receiving funds under this subsection shall ensure that electronic and information technology activities meet the access standards established under section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d). (3) $50,000,000 shall be made available for each of the fiscal years 2010 through 2019 to carry out subsection (a) of section 505; and
