The National Strategy on Digital Agenda for Romania 2020 (https://ec.europa.eu/epale/sites/epale/files/strategia-nationala-agenda-digitala-pentru-romania-20202c-20-feb.2015.pdf, pp. 62-64) (adopted in April 2015) considers the usage of OER and Web 2.0 in formal and life-long learning education as strategic lines of development for ICT in education. 

The Action Plan for the Digital Agenda Strategy is expected to clarify how these principles will be put in practice.
