Vision

Just as in any part of the world were internet is available, sharing copyrighted works legally is a challenge to which Lithuanian legal system has not yet provided any effective solutions.

Legal expertise in drafting the documents, thorough communication with potential users, openness and teamwork.

Lithuanian experience of implementing the licenses could be useful to other Eastern and Central European Jurisdictions, sharing a similar history (independent and having private property, intellectual property only few decades, the legal systems need to constructed anew).

Community

We work with Lithuanian lawyers, artists and content managers (academic institutions, librarians). Fragmentarily, we also involve lawyers.

We will proceed series or seminars, sending informatory material; other projects, involving creating and sharing CC licensed art will depend on our capacities (especially volunteers that we manage to attract).

As our main goal will be to introduce Lithuanian version of the license, when introducing we plan to involve as many communities as possible.

Our primary goal is to spread information online and organize introductory events to present the Lithuanian version of the Lithuanian version of the license.

Priority Goals

1. Focus-area:

  • Adoption: launching the CC license in Lithuanian

o Why is it important? The licenses in local language will be much more understandable and therefore eligible for use. o Which communities will benefit? We expect every related community to benefit. 2. Focus-area: • Expanding CC Lithuania team: attracting volunteers, etc. o Why is it important? The present team consists mainly of lawyers that have very limited time resources, thus our team is too slow. We need more people to be able to effectively engage in communication both with license users and CC headquarters, organizing events, fundraising, public relations etc. o Which communities will benefit ? We expect every related community to benefit. 3. Focus-area: • Updating the local CC Lithuania internet site o Why is it important? We seek to increase clarity and availability, and to bring the information and communication to local level. o Which communities will benefit? We expect every related community to benefit. Project Outputs • Detail tangible project outputs (e.g., events, papers, blog posts, video/films, etc.) for each focus area including an expected date of completion. See also Timeline. The outputs we plan to complete are as follows: 1. Focus-area Adoption: launching the CC license in Lithuanian 1. Project Output – CC license fully translated to Lithuanian and launched online for public access. Public events and communication on 2. Expected start date - Expected date of completion Translation: February 15, 2014 – March 15, 2014 (will also depend on timeline set by CC headquarters). Events: March 15, 2014 – December 31, 2014. 3. Team Member(s) Responsible Jurga Gradauskaitė, Rėda Pilipaitė, Vytautas Mizaras. 4. How will this output help achieve your goals? We will have the license in local language and communities will be introduced to the novelties. 2. Focus-area Expanding CC Lithuania team: attracting volunteers, etc. 1. Project Output information will be posted in CC site and Facebook page, we will call for volunteers in CC events, lectures that CC Lithuania team give at their workplaces, etc. –more people know and get involved in CC Lithuania team as volunteers 2. Expected start date - Expected date of completion February 15, 2014 – December 31, 2014. 3. Team Member(s) Responsible Jurga Gradauskaitė, Rėda Pilipaitė. 4. Expected start date - Expected date of completion February 15, 2014 – December 31, 2014. 3. Team Member(s) Responsible Augustinas Košys. 4. How will this output help achieve your goals? Simple explanations n loca language will increase the clarity and we expect the number of local CC license users to expand. Metrics Please consider using trackable statistics (such as web traffic or number of license adoptions) when applicable, but only if meaningful. • How will you measure and evaluate your impact on focus-area 1? The impact will be self-evident: we will produce the Lithuanian CC license text. • How will you measure and evaluate your impact on focus-area 2? We will have a quantitative measure – the number of people that will join the CC Lithuania team and the qualitative measure – the expertise of such people and their skills. • How will you measure and evaluate your impact on focus-area 3? The impact will be partially self-evident: we will have a renewed internet site; we will also have the chance to make quantitative measuring of people visiting the site.

Resources Required

People

  • What human resources or expertise must the team seek out or add to your existing resources, if any, in order to achieve your priority goals?

We have a strong team of lawyers but attracting people for other than legal functions is one of our main goals. We need either one person able to fully engage in administrative and organizational matters, or a group of volunteers able to devote time for administering communication, mapping our projects etc. and skilled in organizing events, public relations, project management. o How will you involve these people? Our first goal is to spread information on CC in general and our call for volunteers in all possible media. Being able to have a part-time employed person and financing the work at least in some extent would be a great benefit which would help us to attract more professional assistance. Technology • What technology resources must the team seek out or add to your existing resources, if any, in order to achieve your priority goals? We will need people skilled in programming to update the site but no particular technology is necessary. o How will you obtain these technology resources? - Materials • What material resources must the team seek out or add to your existing resources, if any, in order to achieve your priority goals? o How will you obtain these material resources? - Other • What other resources must the team seek out or add to all the other resources, if any, in order to achieve your priority goals? We would like to be able to get financial resources to motivate the team member responsible for communication and organizing of work, as we would like a skilled and professional person to control both incoming information and outside communication. o How will you obtain these other resources? We will consider fundraising however this is rather difficult due to time resources. Sustainability and Scalability • How will you ensure your goals will be completed if unforeseen circumstances interrupt the project, such as changes in the leadership of the project or outputs taking longer to complete than anticipated? All of the legal team members are fully qualified both to translate and to adapt the license, therefore we do not see the inability of one of even few members as a major threat to our goals to launch the license and advocate for it. As concerns the update of our internet site, we have a potential replacement ready should there be any problems with present IT specialist. • How will you communicate the project's on-going progress and setbacks within the jurisdiction and the CC Affiliate Network? (e.g. email list updates, meetings, press releases) We plan a series of events to introduce the Lithuanian license and also spread of information in articles, our internet site, Facebook profile etc. We will keep CC Affiliate Network updated by communicating with our regional manager and via e-mail list updates. • How will you document the project so that others may replicate or learn from your efforts? We plan a very scarce documentation as the objectives we are planning to reach are very common. Collaboration • Please have a look at other roadmaps. o How could the jurisdiction's plans help drive or support other jurisdictions' activities? We could collaborate of exchange experience with other emerging jurisdictions. o What are other jurisdictions doing that might support or contribute to the project? Eastern and central European jurisdictions. • Would you be interested in mentoring new jurisdiction teams? Yes, after we have included some new members in our team. • Conversely, would you be interested in having a mentor from a more experienced jurisdiction team? We would appreciate advice on attracting more team members, fundraising and formalizing the team’s work. Regional • Suggest three possible projects on which you can collaborate with other teams on a regional level. If you are not yet involved with the regional network, please contact the regional spokesperson (if any) or notify CC HQ to put you in touch with others. • We would be glad to organize joint event with other Baltic states – e.g. workshops, debates with governments, etc. o How do you plan to contribute to these projects?

Translation

• In what language(s) will you promote CC in the jurisdiction and why? o In which of these languages are licenses already available? CC0? Lithuanians mostly use the English version. o Into which of the remaining languages do you intend to translate the licenses? CC0? Lithuanian. This is the only official language and with 82% Lithuanian residents, most of the residents are fluent in it. Others are fluent in English or Russian – both English and Russian CC licences are available already. • How will you involve the local language(s) community? Not relevant. Misc.
