Describe the project you are proposing as clearly as possible in just five sentences.

Considering the growing role of digital libraries in the dissemination of knowledge, it is important to support them by increasing their access to knowledge and thus facilitate the construction of a more equitative society within a legal framework.

Those interested in creating digital libraries would find support materials on copyright issues for the digital environment, especially regarding Creative Commons licenses. The site will host successful case studies of similar projects within the concept of open access.

Detail the tangible project output (e.g., paper, blog post, written materials, video/film, etc.; this would be in addition to the final written report that successful grant recipients will be expected to deliver to CC at the conclusion of the project).

The site will be available online through wordpess platform in which content will be integrated.

The site will document best practices, tools for the use of licenses, recommendations, links to related institutions developing similar programs, etc.

The site itself will be the base of the final report.

Describe the community you are targeting. How would the project benefit the community?

The project is aimed at general information managers, librarians and researchers interested in digital libraries, copyright, and open access to knowledge, and especially in using Creative Commons licenses as a tool to address these issues.

Digital library projects are addressed without considering copyright issues by many of these institutions, while most of the material included is tagged "all rights reserved" often imposing a legal framework that reduces the library´s options for free access.br />

What is your relationship with the community you are targeting? Why are you the best individual/organization to lead this project? Do you have prior experience in related projects?

Karisma is a foundation that works with a vision of what "free" and "open" mean. Karisma supports this kind of approach by actively participating in socio-technológical projects such as the FLOSS community and Creative Commons in Colombia, particularly in the educational sector. Karisma is an affiliate institution of CC in Colombia and CC Co-leader Carolina Botero will coordinate the project.

How will you measure and evaluate your project’s impact - on your main participants? Other contributors? On the larger community?

Via statistical data, direct contact and social media data. We will gather and process information in order to estimate the impact on the different contributors and participants

How many participants do you expect to be involved in your project? How will you seek and sustain their involvement?

At least 3 of the foundation staff will work partially on the project during this fist stage of the launch. In any case the site will become part of the Foundation´s projects afterwards and the foundation will provide the continuity

Describe how your project will benefit Creative Commons' mission to increase the amount of creativity (cultural, educational, and scientific content) in "the commons".

Digital Library projects are increasing in Latin America and not many of them include the copyright discussion, the notion of open access, and the role of the open licenses

We believe that sites such as the one that we propose will bring visibility to successful projects, provide reliable and robust tools for open access implementation, and the ability to collect in one place such experiences through Creative Commons licenses in the Spanish-speaking context

It is a useful tool to increase multiplier brand recognition for the licenses in asociation with these specific topics.

Describe what technologies and tools your project will use. What kinds of technical skills and expertise do you bring to the project? What are your technical needs?

The project will use Web 2.0 technologies taking advantage of he possible interaction between the content creator and interested users without specific and complicated technical skills

What challenges do you expect to face, and how do you plan to overcome them?

One of the main challenges is to switch the attention of libraries from the control that copyright provides to the option provided by open access, by looking at the legal tools available. Our approach will be to provide contextual information, highlighting free access to information and knowledge on the Web.

How do you plan to sustain your project after the Creative Commons funding has ended? Detail specific plans. How do you plan to raise revenue to continue your efforts in the future?

Karisma will sustain the platform after the launch while promoting its use by related communities and contribution via web 2.0 and social media tools. Significantly, all resources and content will be "free" and "open" therefore decreasing the need for major finantial support afther the fist stage of launching.

How can this project be scalable, or have a scalable impact?

As institutions that are developing digital libraries know about the project we expect to develop a dynamic site and community that will grow from viral dynamics

The project will be promoted through social networks specialized in the field of librarianship, such as http://estudiantesdelainformacion.ning.com/ .

What resources and support do you expect Creative Commons to provide to your project to ensure its success (if any)?

Contributions may be essentially two: the first is financial, in order to enable the project startup (design, content, etc). The second is to take advantage of the good name and network of Creative Commas to publicize the project with other institutions in order to expand its scope.
