Beatriz Busaniche is a professor at the Social Sciences Faculty of the National University of Buenos Aires, works for Vía Libre Foundation and is currently the Executive Director and Founding Member of Wikimedia Argentina. She has earned a Mass Communication Degree from National Univesity of Rosario and is finishing her Masters Degree on Intellectual Property at FLACSO Argentina. Patricio Lorente is the Chairman and one of the Founding members of Wikimedia Argentina. Patricio works at the National University of La Plata. Lila Pagola is a photographer, designer and visual artist. She is a professor at the National University of Villa María and the National University of Cordoba. Based in Córdoba, where she is one of the main promoters of Free Culture, Lila is the main editor of RWX, a CC licensed free culture digital magazine. She is one of the leaders of Nomade Project. Evelin Heidel is a student at the University of Buenos Aires. She works in the Faculty of Philosophy and Literature in the University of Buenos Aires as responsible of the Digitization Program, and has been active in promoting free access to educational materials at the University since 2007. Member of Vía Libre Foundation and regular contributor of www.derechoaleer.org.
Juan Pablo Suárez is a Graphic Designer (University of Buenos Aires), musician and free software user. He works freelance in graphic design since 1995 and develops his activism in favour of free access to culture from his blog "Derecho a Leer", www.derechoaleer.org, and from a section in Users magazine. Juan Pablo collaborates regularly with organizations from the free culture field, and at this moment he is working in the content management system Cyclope GPL at CodigoSur organization. http://www.derechoaleer.org
José C. Massón is an engineering student at the National Technology University, Buenos Aires, who is active in the free software and in the community media movements. At FM La Tribu, he leads the first radio program distributed under CC license in Argentina. Gabriel Acquistapace is the main leader of USLA Project, (Free Software Users of Argentina), a free software infrastructure project aiming to support free culture and free software using free, community driven and self managed infrastructure for the community. Matías Lennie is a musician with a long experience and commitment in the free culture field. Why is Creative Commons important for the jurisdiction?
Overall, the CC licenses provide the necessary debate on Intellectual Property Law in Argentina, offering legal alternatives which are viable, sustainable and which propose a model of creation and circulation of culture based on diversity.
Regarding the specific role of licenses, the free culture movement in Argentina is expanding from its original core -mainly associated with free software, and some independent art initiatives-to broader public, especially in academic through open access initiatives.
Creative Commons provides a set of legal tools effective, practical and easily usable for large user profiles, which are strategic for these initiatives, and that's the reason why they have been chosen as licenses in most of cultural projects. In that sense, it is important to strengthen the understanding of new users of CC licenses, about its significance, its legal compliance, among other things that have begun to reveal as problematic issues in license adoption.
What do you think makes a successful jurisdiction project?
- The relationship between daily activities of affiliated organizations and goals and initiatives of Creative Commons: The affiliated NGOs already have experience on using CC licenses and are pretty well known in our region. Wikimedia local chapter is one of the oldest chapters in the world, and is leading the creation of other chapters in the region. FVL is a 10 years old free software and free culture organization in Argentina, with six books published on the field of human rights, intellectual property and access to knowledge, along with brochures and other dissemination material. It also has experience in working with organisations from other parts of the world. Both organizations also have strong ties with local media and journalists and both are active participants of the free software community in Argentina.
- The strength of community, its ability to embody commited new members and to spread the activities and ideology: In this direction, there are communities of free culture that Creative Commons needs to work with, along with the strengthen of a local community of Creative Commons, gathering to all creators that already know and use the licenses.
- The role played by both organisations in the intellectual property debate: in 2011, the intellectual property debate arised very strong in public media, due to two important court cases related to digital content online. Wikimedia community and FVL has been key to the deep understanding of this problem, gaining public exposition, which has also helped to bring light to other forms of production and circulation of culture, such as Creative Commons. This public debate helps us to spread Creative Commons ideas.
How do you see the jurisdiction project contributing to the CC Affiliate Network?
The community working in free culture projects in Argentina is active and heterogeneous. Initially the community gathered around the free software proposal, where there is a strong community that shares principles, resources, ways of working and meeting points, etc. Later, authors from other disciplines and cultural fields have been joining the community. In that sense, the concept of free culture, in general, is a catalyst for individual initiatives, and begins to prove very rewarding at crossings that occur between the respective cultural fields.
The role of Creative Commons licenses so far has been primarily as a practical solution to the decision to move production to all rights reserved to no or some restrictions conditions. We believe that our jurisdiction could function as a "conceptual" catalyst (not just pragmatic) of the agents involved in the discussion about the intellectual property of Argentina, and bring that vision and experience to the international network of CC. This seems especially valuable in situations such as the discussion of the Law Lleras of Colombia, or Digital Rate project in Argentina, as a regional network, we can help visualize the problems and strategies to support regional working.
What are the three most important focus areas on which the Affiliate Team will work during this time period? Please consider community building and adoption goals among your priorities.
1. Focus-area: Community building
- Why is it important?
A strong community that understands the licenses, promotes the free culture and enhances local community participation in the free culture projects, will serve as a good broadcaster of the licenses and its benefits. In 2011 we made some progress, since we participated in different meetings and workshops with artists and creators, and we made interviews for the website that allowed people who had been working with Creative Commons licenses knew of the existence of the local organization. In 2012, there will be local and national meetings that will help us achieving this goal. Also there are two or three main projects of free culture going on in spanish that will help us to reach a broader community than the usual.

2. Focus-area: Adoption goals and deep comprehension on license terms
- Why is it important?
To increase the use of CC licenses over copyright is a goal that has been meeting for several years, as part of the work of several local organizations, of which the CC team members participate. For the last years, the adoption of free licenses is expanding gradually to other areas, such as higher education or artistic production not necessarily related to new media and / or software and free culture. However, one of the problems detected between these groups is the difficulty in understanding the real scope of the license terms, their compatibility with certain applications, or even incorrect interpretations of their legal scope.

3. Focus-area: Communication
- Why is it important?
The communication area has been important during 2011 to help people to deep understand CC licenses, to promote new artists which are giving their first steps with Creative Commons, to make public some important cases of adoption and to make public our agenda as Creative Commons. During 2012, we want to strenght the resolution of doubts about licenses and to help promoting more artists. Also we think we really need to have an official brochure to solve some doubts that we have seen, which really worry to us since they show the lack of comprehension of license terms.

4. Focus-area: Education (public universities, OER, Conectar Igualdad)
- Why is it important?
Education is a key area for the dissemination, discussion and implementation of CC licenses, as well as an important field to promote substantive discussions on access to knowledge, culture in digital environments and individual freedoms associated to it. Priority areas in Argentina are:
- To promote open access, especially within public universities;
- To spread free culture and the CC licenses as an alternative form of artistic production and circulation of culture, in the high school level, especially in colleges publicly funded, that participate in the Conectar Igualdad Program;
- To promote OER.
- Which communities will benefit ? students, professors, academic institutions, librarians, editors, authors, general public.

Tentative schedule for public meetings / events

|February to August||Participation in the Project Libre Bus Cono Sur, as co-organizers in Argentina. Libre Bus will travel through some of the Southern Cone countries (Paraguay, Uruguay, Argentina and Chile) for a certain period of time (20 to 30 days during the year 2012), making activities in the free culture field (knowledge, software, education, art, biodiversity), in ICT and in digital tools for freedom of expression and freedom to share. People of different nationalities and with different skills and knowledge in the fields mentioned above, will be travelling on the bus, in order to facilitate the collective dialogue using web 2.0 and ICT as tools for social change and transformation, as well as strengthening social and community networks.|
|March||We will have Melanie Dulong de Rosnay, from Creative Commons France. There will be some events organized for her and we will have the presentation of Creative Commons in Argentina.|
|April / May||Wikimedia will be holding an event in Rosario, that will include a session about free licenses and Creative Commons.|
|26 of May||Intellectual Property Day. As we did in 2011, Creative Commons Argentina will participate amongst other organisations in a discussion for the Intellectual Property Day. The event will include a workshop about Creative Commons licenses.|
|Waiting for confirmation||Session of digital barter (exchange of archives with free licenses). This will be in the context of another event, preferently not related with the free culture community. It could be in a music festival, in a publishers festival, etc.|
|Waiting for confirmation||session of "digital Exquisite corpse". It will be held in Bar Orsai. We will be making an Exquisite corpse with some artists invited and we will make a short introduction to CC licenses, to produce a digital text with a CC license which will be posted in the Internet after the completion of the work in the session.|
2. Focus-area Adoption goals

- Profile of the event: meeting of authors (musicians, writers, visual artists, video artists, designers, etc.) with scholars and experts in intellectual property topics (lawyers, philosophers, art theoreticians).
- Format: conferences(open to wide public) and workshops (with guests groups).
- IMPORTANT: This event depends on financial aid not confirmed yet by institutions could participate.
- Possible guests: Lynda Avendaño (UAM, es); Platoniq (es); Joost Smiers (nl); Florian Cramer (nl); somebody from the lab of procomún (Medialab Prado, Madrid, España), Carolina Botero (CC Colombia) o Claudio Ruiz (CC Chile).
3. Focus-area: Communication strategies

- How will this output help achieve your goals? The booklet will be used for leaving it in different places related with free culture, to give it away in events we attend and also as a cover letter when going to speak to people interested in the adoption of Creative Commons licenses.
- Project Output: interviews with local artists who are developing CC related projects, such as CC licensed videos.

- How will this output help achieve your goals? During 2011, the website was crucial to answer all sort of questions of diverse people who had doubts about the licenses. We made some interviews to local projects who didn't have a previous contact with CC Argentina, but the website is short of some dynamic stuff. The proposal now is to make video interviews and also to post more frequently than we have been doing during 2011.

- How will this output help achieve your goals? This project will promote and provide visibility to CC licenses in the academic field and will also help us promote the debate around free access to knowledge produced with public funding at public institutions.

- What human resources or expertise must the team seek out or add to your existing resources, if any, in order to achieve your priority goals?
We already have a diverse team, but we lack of legal expertise. As we do not have a lawyer in our team yet, our priority goals for year 2012 are not directly related to legal issues. Our priority goals are more focused on community building and adoption goals, meanwhile we continue the seek of a legal advisor for our local team.
- How will you involve these people? We are already looking for a lawyer, we hope our community building events will help us find interested candidates. We are also talking to legal studios in Argentina and looking for a lawyer in the field of authors rights. We will also ask neighbor jurisdictions like Chile and Columbia for help on this field.
- What technology resources must the team seek out or add to your existing resources, if any, in order to achieve your priority goals?
We already have a strong technological infrastructure provided by USLA, based on free software and open standards, maintained by free software community in Argentina. Having this in mind, we can also offer technical support to other jurisdictions in our region. Both organizations, FVL and WA, are using this infrastructure for their web services, e-mail, wikis, etc.
o How will you obtain these technology resources?
- What material resources must the team seek out or add to your existing resources, if any, in order to achieve your priority goals?
For the events, we will need a room (and conference infraestructure) and travel expenses.
We will also need promotional materials, some of them in spanish. We will need funding for translations, graphic design and printing.
o How will you obtain these material resources?
We usually organize events and conferences with local academic organizations that provide conference infraestructure for free. We will cooperate with UBA, UNC, UNLP and FLACSO in order to do so. We also have support from the Centro Cultural de la Cooperación and Centro Cultural General San Martín, two important cultural centers in the heart of Buenos Aires, that usually provide congress facilities to host our events at no cost.
We will look for sponsors for our events and for printed promotional materials as well.
- What other resources must the team seek out or add to all the other resources, if any, in order to achieve your priority goals?
- How will you obtain these other resources?
Sustainability and Scalability
- How will you ensure your goals will be completed if unforeseen circumstances interrupt the project, such as changes in the leadership of the project or outputs taking longer to complete than anticipated?
We know that we are mostly volunteers, that's the reason why one of our main goals this first year will be building a community. We have a very diverse team and we are all committed to the goals of this roadmap. We build it, basically, mixing our current activities in order to start working on a solid base. So, FVL and WA already have some of these goals in their working plans and already have teams working on them.
Both, FVL and WA teams are very active in the free culture field since long time ago. Our CC-ar Team includes diverse profiles of recognized people in different areas like design, music, media, wikimedia and academic community as well. Each of them has the capacity to be a team leader, as most of them are already doing so in other projects. That will help us spread the responsibilities among the team. We are all committed to do so to the best of our capacities.
- How will you communicate the project's on-going progress and setbacks within the jurisdiction and the CC Affiliate Network? (e.g. email list updates, meetings, press releases)
We'll use our websites to promote the on-going progress of the projects. But we will also use other tools like the cc-ar mailing list, meetings and press releases as well. Most of the activities related to the wikiworld will be promoted using wikimedia infraestructure as well.
- How will you document the project so that others may replicate or learn from your efforts?
We always publish text material online, however, the public events will be video recorded and we will publish them on different websites like blip.tv and Wikimedia Commons.

- How could the jurisdiction's plans help drive or support other jurisdictions' activities?
We do not know if other jurisdictions are working with public media. This is an interesting experience we could actually share with others. Also, our iberoamerican initiative for Wikimedia Communities could help us reinforce the relationship between wikimedia communities and CC comunities in our region.
- What are other jurisdictions doing that might support or contribute to the project?
The OER movement is important in other jurisdictions. So we expect to join the initiatives alredy active in the region, specially Chile, Colombia, Guatemala and Spain.
We will also need support from other spanish speaking jurisdictions in order to fill our legal gap until we find a lawyer in Argentina.
- Would you be interested in mentoring new jurisdiction teams?
Yes, We are not ready for that yet, but we'll be happy to do it anyway!
- Conversely, would you be interested in having a mentor from a more experienced jurisdiction team?
Yes, we'd be thankful to other teams willing to help us. We count on that!

We make part of Libre Bus, a project joint to CC Chile.
- How do you plan to contribute to these projects?
We co-organize activities for LibreBus as local team.

- Spanish is the official language in Argentina.
