Vision
Why is Creative Commons important for the jurisdiction? Creative Commons is important for the Portuguese jurisdiction because it is an alternative option for the Portuguese authors and performers, as well as for the author's rights and neighbouring rights holders, who want to release and share their work in a web context with only part of their rights reserved. According to the CC Monitor, 311.314 CC licences have been adopted in the Portuguese jurisdiction (Source: Yahoo! 2010-05-22). The communities that are currently active in the project include the Scientific Community (Researchers, Editors of Scientific Journals (in Open Access) and Administrators of Institutional Repositories), Politicians and Musicians. According to our data, 32 Institutional Repositories and 5 Scientific Journals currently use CC to license their content.
What do you think makes a successful jurisdiction project? The jurisdiction project is a successful one because we have been updating the CC licenses and other legal tools available in the jurisdiction and we have been involved with local communities from different areas, promoting the CC licenses amongst everyone, especially the youngest users.
How do you see the jurisdiction project contributing to the CC Affiliate Network? The jurisdiction project contributes to the CC Affiliate Network since it provides for CC licenses translated into Portuguese (Continental) and adapted to Portuguese laws. The legal team further provides for extended information related to the Portuguese laws and its legal concepts, making it easier for international legal experts and local communities to understand both the local laws and the differences between Portuguese laws and other civil laws and common laws. In addition, the jurisdiction project has been making an effort to build new communities and to engage more with the communities active in the project. The outreach and promotion activities of the public team have certainly helped to increase the number of users of CC licenses. Finally, the Affiliate team tries to ensure that at least one of its members participates in the meetings of the CC Affiliate Network and CC related projects and conferences, and the legal team is now contributing to the improvement of the CC licenses and legal tools at an international level.
Community
Describe the communities that are currently active in the project. Scientific Community (Researchers, Editors of Scientific Journals (in Open Access) and Administrators of Institutional Repositories), Politicians and Musicians. How will you continue to engage with these communities? We want to continue doing our activities of outreach and promotion, including training and educational workshops, consultation with license adopters, and creation of a social network page (Facebook) and a microblog (Twitter).
Describe the communities (existing or new) that you plan to focus on during the timeframe covered by this roadmap? Musicians and Scientific Community. How do you plan to engage with these communities? In what respects to the Musicians, we want to convince a Portuguese telecommunication group, which runs a website that allows the free download of certain albums made by new Portuguese bands, to adopt CC. In relation to the Scientific Community, we want to continue our consultation activities with the administrators of Institutional Repositories and with the editors of Scientific Journals (in Open Access), in order to increase the adoption of CC licenses; we also want to continue giving training and educational workshops to inform all the Scientific Community about the advantages of adopting CC to license their works; lastly, we will adopt new forms of communication, through our social network pages.
Priority Goals
What are the three most important focus areas on which the Affiliate Team will work during this time period? Please consider community building and adoption goals among your priorities.
- Focus-area: Translation and Adoption
- Why is it important? To update CC Portugal jurisdiction licenses to version 3.0.
- Which communities will benefit? We believe that it will benefit all the communities active in the project.
- Focus-area: Research
- Why is it important? To understand how the porting process principles can be improved and hopefully to deliver valid recommendations to CC International.
- Which communities will benefit? We believe that it will benefit all the communities active in the project.
- Focus-area: Outreach and Promotion
- Why is it important? To engage more with the existing communities and to build new communities.

Metrics
Please consider using trackable statistics (such as web traffic or number of license adoptions) when applicable, but only if meaningful.
How will you measure and evaluate your impact on focus-area 1? We will measure and evaluate the impact on focus-area 1 through the analysis of the number of license adopted, using the Yahoo! CC Monitor as a tool.
How will you measure and evaluate your impact on focus-area 2?
N/A
How will you measure and evaluate your impact on focus-area 3? We will measure and evaluate the impact on focus-area 3 though the analysis of the number of followers on Twitter and the number of fans on Facebook.
Resources Required People
'What human resources or expertise must the team seek out or add to your existing resources, if any, in order to achieve your priority goals? None. How will you involve these people? N/A.
Technology
What technology resources must the team seek out or add to your existing resources, if any, in order to achieve your priority goals? How will you obtain these technology resources?
Materials
What material resources must the team seek out or add to your existing resources, if any, in order to achieve your priority goals? A promotional video about CC licenses in Portuguese. How will you obtain these material resources? We can invite some institutions and/or individuals to collaborate with us.
Other
What other resources must the team seek out or add to all the other resources, if any, in order to achieve your priority goals? Fundraising. How will you obtain these other resources? We will try to contact people from other institutions and/or companies, to understand if it is possible to obtain some funds to our jurisdiction project.
Sustainability and Scalability
How will you ensure your goals will be completed if unforeseen circumstances interrupt the project, such as changes in the leadership of the project or outputs taking longer to complete than anticipated? All of our work is documented, therefore it would be easy for others to continue our work if unforeseen circumstances interrupt the project.
How will you communicate the project's on-going progress and setbacks within the jurisdiction and the CC Affiliate Network? (e.g. email list updates, meetings, press releases) Email list updates and meetings.
How will you document the project so that others may replicate or learn from your efforts? Website.
Collaboration
Please have a look at other roadmaps. How could the jurisdiction's plans help drive or support other jurisdictions' activities? One of the jurisdiction's plans is to become an active participant of a working group constituted also by members of other jurisdictions, namely of CC Germany. In that sense, the jurisdiction's research plans will support other jurisdiction’s activities.
What are other jurisdictions doing that might support or contribute to the project? See previous answer, in the sense that, conversely, other jurisdiction's activities will support the jurisdiction's research plans.
Would you be interested in mentoring new jurisdiction teams? We are available to receive proposals and we will decide case by case, because we cannot foresee now if we will be able to effectively exercise mentoring functions during all the timespan of this roadmap.
Conversely, would you be interested in having a mentor from a more experienced jurisdiction team? Yes, if necessary.
Regional
Suggest three possible projects on which you can collaborate with other teams on a regional level. If you are not yet involved with the regional network, please contact the regional spokesperson (if any) or notify CC HQ to put you in touch with others. One of the possible projects on which we can collaborate with other teams is the one mentioned in the Collaboration section, above. Another possible project is to standardize the concepts used by the CC licenses translated into Portuguese, and for that we would need to collaborate with the CC teams from other Portuguese speaking countries (Brazil and Macau). A third possible project, also to do with Brazil and Macau, is to help other Portuguese speaking countries (Angola, Mozambique, Cape Verde, Guinea Bissau, East Timor) to create CC teams in their countries and to mentor their jurisdiction projects.
How do you plan to contribute to these projects? For the first one, we plan to contribute with research and recommendations in Licensing and Private International Law issues. For the second one, we plan to send a list of the concepts used by our jurisdiction project to the Brazil and Macau teams, and to invite them to update the list with their own concepts, in order to then discuss the concepts and try to standardize them. For the third one, we plan, first, to discuss the idea with Brazil and Macau, and then to check which people from our networks can we invite, and how to proceed afterwards.
Translation
In what language(s) will you promote CC in the jurisdiction and why? In Portuguese, because is the official language of Portugal. In which of these languages are licenses already available? CC2.5. CC0? No. Into which of the remaining languages do you intend to translate the licenses? N/A. CC0? Portuguese.
How will you involve the local language(s) community? We are using Transifex to allow the local language community to propose changes, and we already have some active users.
