 Because Rwanda- where this new CC chapter is opening is located on the African continent.

 Rwanda is a developing country; publishing books and materials are expensive because most of the materials are produced and imported from outside the country. There is a great need to promote creative commons to enhance mostly access and use of information and learning materials for development.  It happens also that there not creative commons framework that provides opportunity to communities and institutions to get engaged in cc activities.
 What do you think makes a successful jurisdiction project?
 After the adaptation of cc tools and framework. I believe that it will be very relevant to start the promotion of cc materials (OER/ OCW) and mostly increase the sensitisation of communities and institutions to create resources under creative commons.
