We have been in contact with CC Tunisia who had agreed to participate to the process, and we indicated to CC HQ that we would appreciate to be put in contact with affiliates of other French-speaking jurisdictions. |process=Due to the urgent need to have a CC0 version in French while the Open Data movement required the use of texts in French for both public and Glam institutions, ODBL had a French version and the French Government was publishing a national Open License, the community (Framasoft) published a non-official draft translation of CC0 on 15 October 2010:
http://www.framablog.org/index.php/post/2010/10/15/proposition-traduction-licence-creative-commons-zero-1.0-cc0

CC France legal team members (Danièle, Melanie and Primavera) revised, edited and submitted a first draft to CC HQ legal team on 4 May 2011. The draft was later published:
http://wiki.creativecommons.org/Publicdomain/zero/1.0/LegalText_%28French%29

The public comment process and request for involvement of other affiliate teams from jurisdictions with the same official or primary language has been submitted in November 2012 to the request by CC HQ for comments on the CC0 Official Translations policy.
We would like to have a public consultation of 30 days as recommended by the policy, augmented to 45 days if needed.
Discussion will take place on CC-France mailing list, on the Discussion page of the CC HQ wiki page hosting the translation first draft, and if needed on the mailing-lists of the other jurisdictions.
We intend to reach out to the other relevant jurisdictions after an introduction by CC HQ. Each affiliate team will be responsible to inform the local communities through mailing-lists and social networks of the public comment period and if they choose to host a discussion on their mailing-list, to moderate it and post comments on the CC-France mailing list or on the Discussion page of the CC HQ wiki page hosting the translation first draft. An emphasis should be put on the fact that the translation is linguistic and not legal.

At the end of the public comment period, CC France team will implement relevant changes to improve the first draft.
==KAZAKH AFFILIATE TEAM ROADMAP==
www.wikibilim.kz, creativecommons.kz

Date submitted: September, 2011

===Team information===

'''Team members:'''

'''Region''' – Europe.

Geographically the Republic of Kazakhstan is mainly situated in Central Asia. However, about 15% of the countries’ terrain is technically European. Besides, Kazakh law system belongs to Roman-Germanic law school.

===Vision===
Today Kazakhstani internet is developing rapidly. Big cities and populated areas have been connected to the internet. Work is underway to connect rural areas to the internet. However, the content volume in the Kazakh language (official language) is very limited. To develop content the universal tools are required suitable both for authors and users as well. Thus we see the Creative Commons as a basic term and universal tool to develop free content in Kazakh language.

Besides, the major part of the community of authors and users in Kazakhstan are interested in free licenses. Adoption of CC licenses will allow the national law of copyright to extend the rights of authors and users.

The Creative Commons license adoption project will run parallel to the project mentioned above. Public foundation “Wikibilim” is the coordinating organization to adopt the license of CC. It includes in its membership two voluntary teams: the team which deals with legal issues (in collaboration with the Faculty of Law of the Kazakh National University named after Abay) and the team which is engaged in the public furtherance of the ideas of CC license.

For today, the presentation seminars have been held with the teachers and students participation at 2 universities of the country (Nazarbayev University and Kazakh University of International Relations and World Languages) with the support of Ministry of Information and Communication and Ministry of Education and Science. It is planned to hold such seminars at all major universities of the country as well (about 10 universities).

In addition, it is planned to hold presentations on the CC license at the National Library of Kazakhstan, the Central archive of Kazakhstan and Writers’ Union. All the above mentioned measures will have been held by this year.

===Community===
* «Wikibilim» Public foundation - Recognition of «Wikibilim» as a Wikipedia’ local chapter in Kazakhstan is in progress. At Wikimania-2011 Mr. Jimmy Wales awarded Wikibilim with his personal grant to organize regional Wikipedia conference.
* Ministry of communications and information of the Republic of Kazakhstan;
* Ministry of education and science of the Republic of Kazakhstan;
* Joint Stock Company «KazContent»;
* Nazarbayev University;
* Faculty of Law, Abai Kazakh National Pedagogical University;
* International University of Information Technology;
* LLP “Kazakh Encyclopedia”;
* Association of legal entities “The internet Association of Kazakhstan”

===Priority goals===

# To develop the Kazakh language section of the global encyclopedia “Wikipedia”. To create a community and increase the number of articles up to 200 thousand.
# To create internet-archive - “The Open Library of Kazakhstan”. The site is being designed by the public foundation “Wikibilim” where the works of Kazakhstani authors will be placed on the basis of the CC license. Today more than 70 authors have agreed to place their works on this basis.
# To get materials from archives and museums of Kazakhstan on the basis of the CC license. Museums and archives of Kazakhstan are the property of the state. To get permission through the state bodies to use materials from archives and museums of Kazakhstan freely.
# Support the ongoing international effort in reviewing and providing input for the 4.0 license suite of Creative Commons.

===Necessary resources===
'''People'''

== Overview ==
Dear affiliates,

you are cordially invited to our 2012 regional meeting, organised in connection with OKFestival in September. Following up on the Global Summit held last year in Warsaw, and leading up to another summit next year, we will meet on the 20th of September together with Jessica Coates and Timothy Vollmer from Creative Commons, with an agenda that includes planning and strategy for 2013, Creative Commons' work on policy, the broader strategy for our work worldwide as well as the 10th birthday.

Participation is open for all affiliates and while it's especially relevant for those of you who have a leading role in your jurisdiction, participation would also be welcome from others in an affiliate team, as many of the topics covered in the discussion would be relevant in much of the work within a team.

In the early afternoon of the 19th of September, a [http://okfestival.org/topic-stream-open-research-and-education/ School of Open workshop] will be held (11:30-15:30), which is open for everyone but in particular affiliates wishing to engage in the School of Open. You're most welcome to participate. In the evening of the 19th of September, we'll organise a get-together of all affiliates who are attending OKFestival or the regional meeting. More details will follow.

You can there give an estimate of your maximum costs that you would need to have reimbursed in order to attend. Currently, decisions on this will be taken on a case-by-case basis by Creative Commons. Providing some funding yourself, and only asking for a part of it, will obviously increase the likelihood of a positive reply.

Eurasia Partnership Foundation’s (EPF) mission is to empower people to effect change for social justice and economic prosperity through hands-on programs, helping them to improve their communities and their own lives. Through its foundations, registered locally in [http://epfound.am/ Armenia], [http://epfound.az/ Azerbaijan] and [http://epfound.ge/ Georgia], EPF raises and delivers seed capital to emerging civil society organizations. EPF is both a grant maker and a program implementer and is guided by five program mandates and approaches: Creating Opportunities for Civic and Economic Participation; Building Capacity for Evidence-Based Research to Improve Policy-Making; Fostering a Culture of Corporate and Community Philanthropy; Cross-Border Cooperation; and Open Door Grant Making.

In May 2008, EPF in cooperation with CC has started the “Support to Caucasus Creative Commons” program that aims at establishing CC licensing framework in Armenia, Azerbaijan, and Georgia. The program will enable and popularize the legal sharing and reuse of cultural, educational, and scientific works in the countries of the South Caucasus through offering free and easy-to-use Creative Commons licensing framework to creators, artists, and educators, as well as other internet-based communities in Armenia, Azerbaijan, and Georgia. The program will harness further intellectual activity in the South Caucasus, will potentially provide a newer mechanism for economic activity, and, at the same time, will enhance opportunities for cross-border collaboration among creative communities in the South Caucasus and beyond.

== Overview ==
Dear affiliates,

you are cordially invited to a meeting in Stockholm, Sweden on the 13th of June to discuss Creative Commons' role and activities in the GLAM sector. With the aim to learn from each other, we've invited Maarten Dammers (Wikimedia Netherlands) and Maarten Zeinstra (Knowledgeland). Maarten Dammers will talk about the work of Wikimedia with GLAM institutions, especially in relation to the Wiki Loves Monuments campaigns. Maarten Zeinstra will talk about Europeana's rights infrastructure that enables sharing under all CC licenses.

This will be a full day, starting with a seminar in the morning to which we've also invited participants from the GLAM sector. At the seminar, both Maartens, as well as CC's regional coordinator for Asia-Pacific, Chiaki Hayashi (via videolink), will present together with Lennart Guldbrandsson (Wikimedia Sweden) and Johanna Berg (Digisam). The last two will be held in Swedish to cater to the local participants from the GLAM sector.

Following from this, we'll meet in a workshop together with Maarten & Maarten to talk more specifically about CC's role in the GLAM sector. The aim of the workshop is to come together around a draft strategy that expands on the role that CC play in the GLAM sector, outlines activities that are useful and worth doing, potential collaborators for such activities, and a proposed timeline.

Participation is open for all affiliates and while it's especially relevant for those of you who are public leads in your jurisdiction, participation would also be welcome from others in an affiliate team.

== Agenda ==
* 09.00 - 12.00 Open seminar on CC & GLAM
* 12.00 - 13.15 Lunch
* 13.15 - 17.00 Workshop with CC affiliates

== Where ==
We'll be in the conference room of the .SE foundation, located at Ringvägen 100A, Stockholm. The closest subway stop to this is Skanstull, four stops from Stockholm C.

== Food ==
Lunch will be provided free of charge, and we'll do our best to cater to any particular requirements. If you think there's something we should know (allergies, if you're vegetarian, pescetarian, or so), then please let us know well in advance.

== Travel & accommodation ==
While we want to see as many affiliates as possible participate in this meeting, our ability to fund travel & accommodation is limited at this time. If you think that the meeting would be relevant to you, but you absolutely do not have enough funds to cover participation on your own or through your affiliate, you should inform about this as early as possibly, but not later than the 1st of June via email to jonas@creativecommons.org. Currently, decisions on this will be taken on a case-by-case basis by Creative Commons. Providing some funding yourself, and only asking for a part of it, will obviously increase the likelihood of a positive reply.

== Registration ==
Please register not later than the 7th of June via email to jonas@creativecommons.org.
