==Vision==

===Why is Creative Commons important for the jurisdiction?===

Overall, the CC licenses provide the necessary debate on Intellectual Property Law in Argentina, offering legal alternatives which are viable, sustainable and which propose a model of creation and circulation of culture based on diversity.

Regarding the specific role of licenses, the free culture movement in Argentina is expanding from its original core -mainly associated with free software, and some independent art initiatives-to broader public, especially in academic through open access initiatives.

Creative Commons provides a set of legal tools effective, practical and easily usable for large user profiles, which are strategic for these initiatives, and that's the reason why they have been chosen as licenses in most of cultural projects. In that sense, it is important to strengthen the understanding of new users of CC licenses, about its significance, its legal compliance, among other things that have begun to reveal as problematic issues in license adoption.

===What do you think makes a successful jurisdiction project?===

*The relationship between daily activities of affiliated organizations and goals and initiatives of Creative Commons: The affiliated NGOs already have experience on using CC licenses and are pretty well known in our region. Wikimedia local chapter is one of the oldest chapters in the world, and is leading the creation of other chapters in the region. FVL is a 10 years old free software and free culture organization in Argentina, with six books published on the field of human rights, intellectual property and access to knowledge, along with brochures and other dissemination material. It also has experience in working with organisations from other parts of the world. Both organizations also have strong ties with local media and journalists and both are active participants of the free software community in Argentina.
*The strength of community, its ability to embody commited new members and to spread the activities and ideology: In this direction, there are communities of free culture that Creative Commons needs to work with, along with the strengthen of a local community of Creative Commons, gathering to all creators that already know and use the licenses.
*The role played by both organisations in the intellectual property debate: in 2011, the intellectual property debate arised very strong in public media, due to two important court cases related to digital content online. Wikimedia community and FVL has been key to the deep understanding of this problem, gaining public exposition, which has also helped to bring light to other forms of production and circulation of culture, such as Creative Commons. This public debate helps us to spread Creative Commons ideas.

===How do you see the jurisdiction project contributing to the CC Affiliate Network?===

The community working in free culture projects in Argentina is active and heterogeneous. Initially the community gathered around the free software proposal, where there is a strong community that shares principles, resources, ways of working and meeting points, etc. Later, authors from other disciplines and cultural fields have been joining the community. In that sense, the concept of free culture, in general, is a catalyst for individual initiatives, and begins to prove very rewarding at crossings that occur between the respective cultural fields.

The role of Creative Commons licenses so far has been primarily as a practical solution to the decision to move production to all rights reserved to no or some restrictions conditions. We believe that our jurisdiction could function as a "conceptual" catalyst (not just pragmatic) of the agents involved in the discussion about the intellectual property of Argentina, and bring that vision and experience to the international network of CC. This seems especially valuable in situations such as the discussion of the Law Lleras of Colombia, or Digital Rate project in Argentina, as a regional network, we can help visualize the problems and strategies to support regional working.

= Priority Goals =

'''What are the three most important focus areas on which the Affiliate Team will work during this time period? Please consider community building and adoption goals among your priorities. '''

1. Focus-area: Community building

* Why is it important?
A strong community that understands the licenses, promotes the free culture and enhances local community participation in the free culture projects, will serve as a good broadcaster of the licenses and its benefits. In 2011 we made some progress, since we participated in different meetings and workshops with artists and creators, and we made interviews for the website that allowed people who had been working with Creative Commons licenses knew of the existence of the local organization. In 2012, there will be local and national meetings that will help us achieving this goal. Also there are two or three main projects of free culture going on in spanish that will help us to reach a broader community than the usual.

* Which communities will benefit? general public, artists, journalists, wikipedians, academic institutions, students, professors.

2. Focus-area: Adoption goals and deep comprehension on license terms

* Why is it important?
To increase the use of CC licenses over copyright is a goal that has been meeting for several years, as part of the work of several local organizations, of which the CC team members participate. For the last years, the adoption of free licenses is expanding gradually to other areas, such as higher education or artistic production not necessarily related to new media and / or software and free culture.
However, one of the problems detected between these groups is the difficulty in understanding the real scope of the license terms, their compatibility with certain applications, or even incorrect interpretations of their legal scope.

* Which communities will benefit? artists, journalists, academic institutions, librarians, editors, students, professors.

3. Focus-area: Communication

* Why is it important?
The communication area has been important during 2011 to help people to deep understand CC licenses, to promote new artists which are giving their first steps with Creative Commons, to make public some important cases of adoption and to make public our agenda as Creative Commons. During 2012, we want to strenght the resolution of doubts about licenses and to help promoting more artists. Also we think we really need to have an official brochure to solve some doubts that we have seen, which really worry to us since they show the lack of comprehension of license terms.
* Which communities will benefit? general public, artists, journalists, wikipedians, academic institutions, librarians, editors, students, professors

4. Focus-area: Education (public universities, OER, Conectar Igualdad)

* Why is it important?
Education is a key area for the dissemination, discussion and implementation of CC licenses, as well as an important field to promote substantive discussions on access to knowledge, culture in digital environments and individual freedoms associated to it.
Priority areas in Argentina are:
* To promote open access, especially within public universities;
* To spread free culture and the CC licenses as an alternative form of artistic production and circulation of culture, in the high school level, especially in colleges publicly funded, that participate in the [http://www.conectarigualdad.gob.ar/ Conectar Igualdad Program];
* To promote OER.
* Which communities will benefit ? students, professors, academic institutions, librarians, editors, authors, general public.

== Project Outputs ==

* Detail tangible project outputs (e.g., events, papers, blog posts, video/films, etc.) for each focus area including an expected date of completion. See also Timeline.

=== 3. Focus-area: Communication strategies ===

# Project Output: booklet with FAQs about CC licenses
# Expected start date - Expected date of completion feb. / dec. 2012
# Team Member(s) Responsible: Beatriz Busaniche / Juan Pablo Suárez / Evelin Heidel
# How will this output help achieve your goals? The booklet will be used for leaving it in different places related with free culture, to give it away in events we attend and also as a cover letter when going to speak to people interested in the adoption of Creative Commons licenses.

# Project Output: interviews with local artists who are developing CC related projects, such as CC licensed videos.
# Expected start date - Expected date of completion feb. / dec. 2012
# Team Member(s) Responsible: Lila Pagola / Juan Pablo Suárez / Evelin Heidel
# How will this output help achieve your goals? During 2011, the website was crucial to answer all sort of questions of diverse people who had doubts about the licenses. We made some interviews to local projects who didn't have a previous contact with CC Argentina, but the website is short of some dynamic stuff. The proposal now is to make video interviews and also to post more frequently than we have been doing during 2011.
=== 4. Focus-area: Education projects ===
# Project Output: adoption of Creative Commons licenses for research projects, thesis and other educational resources produced in the public university
# Expected start date - Expected date of completion: feb to dec 2011.
# Team Member(s) Responsible: Patricio Lorente / Beatriz Busaniche / Lila Pagola / Evelin Heidel
# How will this output help achieve your goals? This project will promote and provide visibility to CC licenses in the academic field and will also help us promote the debate around free access to knowledge produced with public funding at public institutions.

==Metrics==

Please consider using trackable statistics (such as web traffic or number of license adoptions) when applicable, but only if meaningful.

* How will you measure and evaluate your impact on focus-area 1? number of attendees to events / number of events attended / Number of events organized by our community
* How will you measure and evaluate your impact on focus-area 2? web traffic / questions arised about license adoption
* How will you measure and evaluate your impact on focus-area 3? number of license adoptions in education institutions.
* How will you measure and evaluate your impact on focus-area 4? number of archives released under CC licenses.

==Resources Required==
===People===

* What human resources or expertise must the team seek out or add to your existing resources, if any, in order to achieve your priority goals?

We already have a diverse team, but we lack of legal expertise. As we do not have a lawyer in our team yet, our priority goals for year 2012 are not directly related to legal issues. Our priority goals are more focused on community building and adoption goals, meanwhile we continue the seek of a legal advisor for our local team.

* How will you involve these people? We are already looking for a lawyer, we hope our community building events will help us find interested candidates. We are also talking to legal studios in Argentina and looking for a lawyer in the field of authors rights. We will also ask neighbor jurisdictions like Chile and Columbia for help on this field.

===Technology===

* What technology resources must the team seek out or add to your existing resources, if any, in order to achieve your priority goals?

We already have a strong technological infrastructure provided by USLA, based on free software and open standards, maintained by free software community in Argentina. Having this in mind, we can also offer technical support to other jurisdictions in our region. Both organizations, FVL and WA, are using this infrastructure for their web services, e-mail, wikis, etc.

o How will you obtain these technology resources?

===Materials===

* What material resources must the team seek out or add to your existing resources, if any, in order to achieve your priority goals?

For the events, we will need a room (and conference infraestructure) and travel expenses.

We will also need promotional materials, some of them in spanish. We will need funding for translations, graphic design and printing.

o How will you obtain these material resources?

We usually organize events and conferences with local academic organizations that provide conference infraestructure for free. We will cooperate with UBA, UNC, UNLP and FLACSO in order to do so. We also have support from the Centro Cultural de la Cooperación and Centro Cultural General San Martín, two important cultural centers in the heart of Buenos Aires, that usually provide congress facilities to host our events at no cost.

We will look for sponsors for our events and for printed promotional materials as well.

===Other===

* What other resources must the team seek out or add to all the other resources, if any, in order to achieve your priority goals?
**How will you obtain these other resources?

==Sustainability and Scalability==

* How will you ensure your goals will be completed if unforeseen circumstances interrupt the project, such as changes in the leadership of the project or outputs taking longer to complete than anticipated?

We know that we are mostly volunteers, that's the reason why one of our main goals this first year will be building a community. We have a very diverse team and we are all committed to the goals of this roadmap. We build it, basically, mixing our current activities in order to start working on a solid base. So, FVL and WA already have some of these goals in their working plans and already have teams working on them.

Both, FVL and WA teams are very active in the free culture field since long time ago. Our CC-ar Team includes diverse profiles of recognized people in different areas like design, music, media, wikimedia and academic community as well. Each of them has the capacity to be a team leader, as most of them are already doing so in other projects. That will help us spread the responsibilities among the team. We are all committed to do so to the best of our capacities.

* How will you communicate the project's on-going progress and setbacks within the jurisdiction and the CC Affiliate Network? (e.g. email list updates, meetings, press releases)

We'll use our websites to promote the on-going progress of the projects. But we will also use other tools like the cc-ar mailing list, meetings and press releases as well. Most of the activities related to the wikiworld will be promoted using wikimedia infraestructure as well.

* How will you document the project so that others may replicate or learn from your efforts?

We always publish text material online, however, the public events will be video recorded and we will publish them on different websites like blip.tv and Wikimedia Commons.

==Collaboration==

* Please have a look at other roadmaps.

- How could the jurisdiction's plans help drive or support other jurisdictions' activities?

We do not know if other jurisdictions are working with public media. This is an interesting experience we could actually share with others. Also, our iberoamerican initiative for Wikimedia Communities could help us reinforce the relationship between wikimedia communities and CC comunities in our region.

- What are other jurisdictions doing that might support or contribute to the project?

The OER movement is important in other jurisdictions. So we expect to join the initiatives alredy active in the region, specially Chile, Colombia, Guatemala and Spain.

We will also need support from other spanish speaking jurisdictions in order to fill our legal gap until we find a lawyer in Argentina.

* Would you be interested in mentoring new jurisdiction teams?

Yes, We are not ready for that yet, but we'll be happy to do it anyway!

* Conversely, would you be interested in having a mentor from a more experienced jurisdiction team?

Yes, we'd be thankful to other teams willing to help us. We count on that!

==Regional==

* Suggest three possible projects on which you can collaborate with other teams on a regional level. If you are not yet involved with the regional network, please contact the regional spokesperson (if any) or notify CC HQ to put you in touch with others.

We make part of Libre Bus, a project joint to CC Chile.

* How do you plan to contribute to these projects?

We co-organize activities for LibreBus as local team.

==Translation==

* In what language(s) will you promote CC in the jurisdiction and why?

:Spanish is the official language in Argentina.

* In which of these languages are licenses already available? CC0?

:Spanish, CC0 is not yet available in our language.

* Into which of the remaining languages do you intend to translate the licenses? CC0?

* How will you involve the local language(s) community?

In May 2008, EPF in cooperation with CC has started the “Support to Caucasus Creative Commons” program that aims at establishing CC licensing framework in Armenia, Azerbaijan, and Georgia. The program will enable and popularize the legal sharing and reuse of cultural, educational, and scientific works in the countries of the South Caucasus through offering free and easy-to-use Creative Commons licensing framework to creators, artists, and educators, as well as other internet-based communities in Armenia, Azerbaijan, and Georgia. The program will harness further intellectual activity in the South Caucasus, will potentially provide a newer mechanism for economic activity, and, at the same time, will enhance opportunities for cross-border collaboration among creative communities in the South Caucasus and beyond.

'''Self-Identified Region(s)''', i.e. Europe, Africa, Asia-Pacific, Latin America, North America, Arab world:
Southern Africa
Why do you identify yourself as being part of the listed region(s)?
That's where we are!

==Vision==
'''Why is Creative Commons important for the jurisdiction?'''

Emerging creatives need free and shareable resources to build on. Exposure of Southern African creativity to other markets through open licensing. South African political leaders are suspicious of internet freedom, so this needs to be protected, and the cause for internet freedoms needs to be embedded.

'''What do you think makes a successful jurisdiction project?'''

Broad awareness and use of CC among individuals, businesses, private and public institutions. Public dialogue around internet freedoms, including CC. Partnership with related organisations and non-profits Use of CC in OER in universities and schools. Self-sustaining, active community of volunteers and supporters.

'''How do you see the jurisdiction project contributing to the CC Affiliate Network?'''

Localized licenses in an important emerging economy Add an African perspective to CC related discussions. To help kick-start CC projects in other African countries. Introducing more African works into the CC pool.

==Community==
'''Describe the communities that are currently active in the project.'''

Universities, software programmers, media geeks, musicians, authors, publishers, marketers

'''How will you continue to engage with these communities?'''

We will increase our engagement through: Conference talks, website, Twitter, Legal advice, email.

'''Describe the communities (existing or new) that you plan to focus on during the timeframe covered by this roadmap?'''

Universities + OER community, Artists

'''How do you plan to engage with these communities?'''

Twitter, CC SA website, Other Websites and social networks, Conference talks, Workshops.

==Priority Goals==
'''What are the three most important focus areas on which the Affiliate Team will work during this time period? Please consider community building and adoption goals among your priorities.'''

1. Focus-area: '''License 3.0'''
Why is it important?
License contains important improvements on v.2.5

Which communities will benefit?
All users of CC

2. Focus-area: '''Website Update'''
This includes things like: a collection of case-studies or organisations using CC in South Africa (wiki); Monthly news (at the minimum); Acknowledge all CC SA volunteers and organizational supporters; Put more information about Creative Commons Licensing (including videos) - linking; Links and feeds to and from our other social media profiles

Why is it important?
This is most people's first stop in getting more information about Creative Commons South Africa. It's the virtual home of the community.

Which communities will benefit ?
All CC South Africa stakeholders.

3. Focus-area: '''Open Education Resources Localized Statement'''

Why is it important?
Many university players have not yet understood that CC is an important part in making OER work. It's a hot topic, which is an opportunity to align ourselves with a relevant and important cause.

Which communities will benefit?
Universities and Schools.

4. '''Getting organizational support''', where other companies will offer to provide resources for us, such as printing & Public Relations services.
A list of companies who are prepared to volunteer their services in kind so we know who to call on if necessary.

5.	Join the discussions around the new "IPR from Publicly Financed Research and Development Act" (BAYH - DOLE - like legislation) in South Africa through the website, conference talks, Debates, Petitions & Twitter.

==Project Outputs==
'''Detail tangible project outputs (e.g., events, papers, blog posts, video/films, etc.) for each focus area including an expected date of completion. See also Timeline.'''
The outputs we plan to complete are as follows:

# Focus-area: 3.0 licences for South Africa
## Project Output: 3.0 licences for South Africa
## Expected start date: already started - Expected date of completion: June 2011
## Team Member(s) Responsible: Tobias Schonwetter
## How will this output help achieve your goals? Having the most up to date licences is crucial for project success and also shows the commitment of the team.

# Focus-area
## Project Output: Website update
## Expected start date: 26 January 2011 - Expected date of completion: 31 March 2011 and ongoing thereafter
## Team Member(s) Responsible: Max Kaizen, with support by all team members, especially Paul Scott
## How will this output help achieve your goals? see above

# Focus-area
## Project Output: localised OER statement
## Expected start date: already started - Expected date of completion: 28 February 2011
## Team Member(s) Responsible: Dave Duarte
## How will this output help achieve your goals? It adds our voice to the discussion in this field and will clarify the close link between OERs and CC

# Focus-area: Twitter CC licences for South Africa
## Project Output: easy-to-grab licenses for South African Twiiter users
## Expected start date: already started - Expected date of completion: 26 Jan 2011
## Team Member(s) Responsible: Paul Scott
## How will this output help achieve your goals? Awareness of CC and particularly to help answer the localised jurisdiction of CC. Followers to CC South Africa’s tweetstream develops the community and exposes them to news and resources from the team.

==Metrics==
Please consider using trackable statistics (such as web traffic or number of license adoptions) when applicable, but only if meaningful.
* How will you measure and evaluate your impact on focus-area 1? N/A
* How will you measure and evaluate your impact on focus-area 2? N/A
* How will you measure and evaluate your impact on focus-area 3? N/A

==Resources Required==
===People===
'''What human resources or expertise must the team seek out or add to your existing resources, if any, in order to achieve your priority goals?'''

In 2010, we identified the need to add a "technical lead" to the team and Paul Scott has joined the team to fill this gap (no MoU signed yet). The public lead position is currently being transition to a new lead with the current lead remaining actively involved still. The legal lead has a loose network of supporters to assist with the licence update.

'''How will you involve these people?'''
They are already involved, we have monthly meetings and supporters will be acknowledged on the website.

===Technology===

'''What technology resources must the team seek out or add to your existing resources, if any, in order to achieve your priority goals?'''

'''How will you obtain these technology resources?'''

===Materials===
'''What material resources must the team seek out or add to your existing resources, if any, in order to achieve your priority goals?'''
It would be fantastic if CC international could supply us with merchandise and other marketing materials free of charge!!!
'''How will you obtain these material resources?'''
Just send it by post ;-)

===Other===
'''What other resources must the team seek out or add to all the other resources, if any, in order to achieve your priority goals?'''
'''How will you obtain these other resources?'''

==Sustainability and Scalability==
'''How will you ensure your goals will be completed if unforeseen circumstances interrupt the project, such as changes in the leadership of the project or outputs taking longer to complete than anticipated?'''

Regular meetings and open discussions among team members; through community discourse and accountability

'''How will you communicate the project's on-going progress and setbacks within the jurisdiction and the CC Affiliate Network? (e.g. email list updates, meetings, press releases)''':
emails, website, social media platforms, meetings

'''How will you document the project so that others may replicate or learn from your efforts?'''
Creative Commons wiki and our website (and through all of the above communication tools for that matter)

==Collaboration==
Please have a look at other roadmaps.
'''How could the jurisdiction's plans help drive or support other jurisdictions' activities?'''

CC South Africa considers itself a pioneer project for CC licensing in Africa and therefore strives to support interested individuals and organisations on the African continent to also initiate CC licensing projects. Such support will include participation in/ administration of CC Africa mailing list, active offering of advice in relation to porting CC licences. The the extent possible, f2f meetings and workshops.

'''What are other jurisdictions doing that might support or contribute to the project?'''

Some countries, such as the Australian CC project's site, have more advanced website offerings from which we can learn. CC Brazil appears to have succeeded in building strong cultural relevance that we would like to a emulate.

'''Would you be interested in mentoring new jurisdiction teams?'''
Yes, see above.

'''Conversely, would you be interested in having a mentor from a more experienced jurisdiction team?'''
Yes, see above.

==Regional==
'''Suggest three possible projects on which you can collaborate with other teams on a regional level. If you are not yet involved with the regional network, please contact the regional spokesperson (if any) or notify CC HQ to put you in touch with others.'''

Adoption of CC licences in other African (exchanging experiences etc and guidelines of how to approach this issue).

Since there are no other teams yet in our region (Southern Africa), no opportunity for collaboration exists. However, we will look at collaboration opportunities with country project in other African countries, such as Egypt, Kenya and Nigeria, as they arise.

'''How do you plan to contribute to these projects?'''
Sharing of information and on an ad hoc basis.

==Translation==
'''In what language(s) will you promote CC in the jurisdiction and why?'''
At this point in time, it is only feasible to promote CC licences in English. Yet, we aim at translating the Commons Deed into several of our official language if volunteers for this can be found. At least 2 such translations of the Commons Deed already exist.

'''In which of these languages are licenses already available? CC0?'''
English.
We haven't dealt with the CC0 "licence" yet.

'''Into which of the remaining languages do you intend to translate the licenses? CC0?'''
see above.

'''How will you involve the local language(s) community?'''
Once we have updated our licences to v3.0, we will get in touch with non-profit translation organisations such as www.translate.org.za and ask for their support on this matter. In addition, we will on our website encourage volunteers to help out.
=Affiliate Team Roadmap for 2011=

* Timespan of this roadmap: '''January 2011 - December 2011'''

== Team information ==
* Jurisdiction: '''Italy'''

* Complete list of all members of the Affiliate Team, their roles, and field(s) of expertise
** '''Juan Carlos De Martin''', ''Public Lead'' Creative Commons Italia (associate professor of informatics at the Politecnico di Torino; researcher in the field of on Internet sciences)
** Legal working group: '''Marco Ricolfi''', ''Legal lead'' (full professor of law at the University of Turin), '''Massimo Travostino''' (practicing lawyer, specialized in IP law), '''Deborah De Angelis''' (practicing lawyer, specialized in IP law), '''Thomas Margoni''' (assistant professor, specialized in IP and computer law), '''Marco Ciurcina''' (practicing lawyer, specialized in IP law), '''Nicola Bottero''' (practicing lawyer, specialized in IP law), '''Federico Morando''' (post-doc researcher, specialized in economic analysis of law), '''Alessandro Cogo''' (lawyer and currently full time researcher, specialized in IP law), '''Claudio Artusio''' (researcher in law)
*** Other legal experts cooperating with CCIT: Simone Aliprandi, Cristiana Sappa, Angelo Maria Rovati, Silvia Bisi
** Main editors of the website: Claudio Artusio, Federico Morando, Juan Carlos De Martin, Giuseppe Futia (media & communications manager at the NEXA Center)
** Webmaster: '''Luca Leschiutta''' (IT manager at the NEXA Center)

* Date of earliest MOU in jurisdiction: '''Summer 2003'''

* Self-Identified Region: '''Europe'''
** CC Italia is well connected with other European jurisdictions. Thanks to the COMMUNIA European Project and personal connections. Moreover, Italy has a typical European continental legal system (civil law), as far as law is concerned (and IP and contract law in particular), so CC Italia faced similar problems as many other European jurisdictions and interacted with them.

==Vision==

* Why is Creative Commons important for the jurisdiction?
** '''Connecting creators'''
*** In Italy, CC is important for the usual reasons, very well described, for instance, by Lawrence Lessig in his books. In fact, CC is probably more useful in Italy than in other countries, for instance because of the combination of these factors:
**** in Italy, there is a relatively high number of "creators" (for instance, according to [http://www.internetworldstats.com/ http://www.internetworldstats.com/] in Italy there are 12.9 websites per 1,000 people, despite an Internet penetration of 51.7%; as a comparison, in Finland and France there are respectively 13.3 and 10.5 websites per 1,000 people, with a penetration rate of 85.3% and 68.9%);
**** however, in Italy there is a relatively low number of associations and cultural institutions, including public libraries, chronically lack funding and are not always very used/usable: creators lack networking tools;
**** all this implies that several creators risk working on their own and this suggests that the virtuous cycle of use and re-use generated by Creative Commons licenses is especially valuable in Italy.
*** More generally, Italy has a limited number of open and free culture related projects and surely needs more open models and tools. A Creative Commons affiliate institutions is definitely needed (and this is testified by the number of emails and phone calls that the NEXA Center receives from people asking for information and help about Creative Commons).

* What do you think makes a successful jurisdiction project?
# '''Up-to-date licensing tools'''. A clear and user friendly website. A working mailing list to ask for an offer help.
# Once this is in place, one could think about '''increasing awareness''': in the general public (testified by the number of adoptions, for instance), in public institutions, private associations and foundations. Also firms and media (e.g. Wired Italia and La Stampa, in Italy) are becoming increasingly sensible and responsive to awareness and dissemination activities related to open licensing, so they should also be targeted.
# Once a sufficient degree of awareness has been reached, the '''"quality" of the adopted licenses''' should be improved: in particular, at least in Italy, new adopters tend to favor relatively closed licenses (es. CC BY-NC-ND or CC BY-NC-SA), but most of the time they are willing to move to relatively more open licenses, as soon as some key doubts and fears have been addressed.
Self evaluating ourselves, we find that the first point still needs more work. In a way, we compensated with significant results on point 2 (see CC Italy report for 2010).

* How do you see the jurisdiction project contributing to the CC Affiliate Network?
** The contribution of Creative Commons Italia and of the NEXA Center for Internet and Society to the CC Affiliate Network could be especially valuable in terms of:
*** '''legal expertise''' (civil law tradition);
*** '''networking''' with European players (members of the European Networks COMMUNIA and LAPSI, the European Commission, European Universities) and international institutions (WIPO, in particular, but also OECD);
*** '''policy support experience''', thanks to several policy support projects at the European and Italian level.

===Community===

* Describe the communities that are currently active in the project:
** CC Italia has '''an active community of experts: lawyers, consultants, open content/culture activists''', which is admittedly the core of our community;
** it also has '''some active creators''' in its community;
*** on top of individual creators, we have '''some preliminary contacts with associations supporting creators''' (e.g. Italian Association of Web Radios)
During 2011 the idea of approaching creators through some of their associations is worth experimenting (despite the fact that, as mentioned, cultural associations are not always very widespread and successful in Italy)

* Describe the communities (existing or new) that you plan to focus on during the time-frame covered by this road-map?
** On top of the traditional communities of users, we will focus on:
*** '''public institutions''' and
*** '''cultural institutions and associations'''.
** How do you plan to engage with these communities?
*** Thanks to the '''network''' of the NEXA Center and to the '''leading pilot project [http://www.dati.piemonte.it dati.piemonte.it]''', it's relatively easy to engage with other public institutions in Italy and some promising contacts are already in place.
*** To engage cultural institutions and associations, we will use both direct contacts and the '''support of third party initiatives''', such as the '''[http://www.lettera27.org/index.php?idlanguage=1&zone=9&idprj=47&idsubprj=1777 ShareYourKnowledge project] of [http://www.lettera27.org lettera27]'''.

==Priority Goals==

* What are the three most important focus areas on which the Affiliate Team will work during this time period? Please consider community building and adoption goals among your priorities.

1. Focus-area: '''Porting''' (and/or translation) of the legal tools
*Completing the porting of the 3.0 license suite; translate CC0 and the PD Mark
** Why is it important?
*** Apart from the obvious reasons, the availability of up-to-date licensing tools in Italian is Crucial for the adoption by public bodies, since they frequently release databases of public sector information (and the latest licensing tools deal much better with databases than the current 2.5 suite available in Italy).
** Which communities will benefit?
*** All Italian users will, of course, benefit from this porting and translation effort thanks to the availability in Italy and according to Italian law of the most up-to-date legal tools offered by Creative Commons. However, there is another particular benefit for public sector bodies (see also below), which may face obstacles in formally adopting licenses (or other legal documents) which do not have an official Italian translation.

2. Focus-area: '''Adoption by institutions'''
* Facilitate the adoption by public bodies, foundations and associations
** Why is it important?
*** Public sector data and content represent a "raw material" or "building block" for several intellectual, scientific and, in general, creative endeavors.
*** Moreover, public sector body adopting the licenses normally offer a significant boost in terms of visibility and credibility.
** Which communities will benefit ?
*** See above: not only public bodies and their citizens will benefit, but also creators in general, who will be able to use PSI as a building block for their original content.

3. Focus-area: '''Adoption by creators''': increase quality!
* Make more creators aware of the opportunities offered by the most open CC licenses
** in general, improve the FAQs and the website (in cooperation with the [http://selili.polito.it SeLiLi free licenses clinic])
*** specifically, highlight the benefits of CC BY and CC BY-SA in terms of freedom, openness, compatibility with existing projects and various approaches to the creation of new, original content
*** moreover, focus on the special needs of some categories of users:
**** prosumers and high profile amateurs;
***** including singers, musicians, etc.;
**** software developers which offer platform for online interaction, social networking and user generated content;
** Why is it important?
*** According to the CC Monitor project, with more than 5.5 millions of licenses, Italy scores very high in terms of CC adoptions (ranking 3rd out of 52 countries). Even if these are always relevant goals, this suggests that awareness and adoption in general should not be the top priority for Creative Commons Italia. However, Italy has a much poorer rank in terms of adoption of the most "free and open" licenses" (i.e. CC BY and CC BY-SA): in fact, its Freedom Rank is 38 out of 52. This is why it's important to encourage the use of the most open CC licenses in Italy (in particular, of the ones "[https://creativecommons.org/weblog/entry/8051 Approved for Free Cultural Works]").
** Which communities will benefit?
*** All creators will benefit, because using more open licenses you make creation easier "downstream"

==Project Outputs==
## Team Member(s) Responsible
##* whole CC Italy team

==Metrics==
Please consider using trackable statistics (such as web traffic or number of license adoptions) when applicable, but only if meaningful.

* How will you measure and evaluate your impact on focus-area 1 (''"porting"'')?
** availability of the tools;
*** related press releases and blogposts;
*** visits to the (Italian) pages of each legal tool;
*** metrics on the adoption of the new tools (using CC Monitor, if possible, or other estimates)
* How will you measure and evaluate your impact on focus-area 2 (''"public adopters"'')?
** adoptions by public institutions (quite trackable), associations and foundations (relatively less trackable, but anecdotal evidence will be available)
*** number and relevance of new public bodies adopting CC licenses;
*** number and relevance of the contents (and data) made available by current adopters, such as the Region of Piedmont and the City of Torino;
* How will you measure and evaluate your impact on focus-area 3 (''"quality adoption"'')?
** visits to the FAQs webpage of CreativeCommons.it;
** visits to the [http://selili.polito.it | SeLiLi (free licenses clinic)] website;
** proportion of the various licensing tools according to available metrics (variations with respect to the previous year), for instance, as measured by the variation in the "Freedom score" of CC Monitor;
** number of posts on the website of Creative Commons Italia (www.creativecommons.it), as a proxy of the coverage of success stories, etc.

==Resources Required==

===People===
* What human resources or expertise must the team seek out or add to your existing resources, if any, in order to achieve your priority goals?
** We do not expect to significantly modify the core team of CCIT, however we will work to involve:
*** a few selected new experts in the core legal team;
*** some new experts in parts of Italy that do not have a sufficient coverage at the moment (forcing the group of CCIT to miss some interesting opportunities, both in terms of potential adoptions and awareness and dissemination).
** How will you involve these people?
*** Mainly through word of mouth and/or deepening existing contacts for the core legal team;
**** plus awareness and dissemination activities targeting people already possessing some key skills (e.g. young lawyers at the university of Turin);
*** Possibly with a call on the mailing lists of CCIT for experts in other parts of Italy.

===Technology===
* Since the CC Italia affiliate institution is the NEXA Center for Internet & Society at the Politecnico di Torino, CC Italy has a good endowment in terms of technology resources and/or skills.
** No action point required.
** The usual maintenance activity will be performed by the webmaster, Luca Leschiutta (e.g. updating the software behind www.creativecommons.it).

===Materials===
* During 2011 we expect to be able to fund the project with existing or potentially available material resources. Synergies with other activities of the NEXA Center will provide additional resources.
** A more structured approach to the funding of the Creative Commons Italia project may be appropriate and it could be considered during 2011.

===Other===
* Time (of existing human resources) is definitely the scarcest resource.
** Mainly, this should be addressed in terms of finding additional people willing to contribute (and forming them).
** On top of that, we will improve our contacts with existing associations and organizations which share the philosophy and the goals of CC and of the NEXA Center.
*** The aforementioned cooperation with lettera27 in the context of the ShareYourKnowledge project is an example of this kind of contact.

==Sustainability and Scalability==

* How will you ensure your goals will be completed if unforeseen circumstances interrupt the project, such as changes in the leadership of the project or outputs taking longer to complete than anticipated?
** We will not be able to ensure anything, since this is volunteer work. However the NEXA Center offers a certain degree of stability.

* How will you communicate the project's on-going progress and setbacks within the jurisdiction and the CC Affiliate Network? (e.g. email list updates, meetings, press releases)
** When feasible, we will use email list updates, we will make all reasonable efforts to take part in CC meetings (at the International level and in Europe), and we will issues press releases on our website, plus English press releases in case of major news.

* How will you document the project so that others may replicate or learn from your efforts?
** We do not plan to systematically document the project, due to lack of resources.

==Collaboration==

* We will analyze the roadmaps of other jurisdictions as they become available.
** Would you be interested in mentoring new jurisdiction teams?
*** At the moment, we would prefer to focus our limited resource on our jurisdiction, working in order to enlarge the CC network within Italy, more than abroad. However, we are highly involved in the founding of the COMMUNIA Association, which will likely be in synergy with Creative Commons Europe and, also in this context, we may informally support new jurisdiction teams.
** Conversely, would you be interested in having a mentor from a more experienced jurisdiction team?
*** We are always interested in exchanging view, contacts and best practices, but at the moment we do not feel the need of specific mentoring. On a case-by-case basis, we may get in touch with some of the fellows from other jurisdictions, in order to learn from specific projects or best practices.

===Regional===

* Suggest three possible projects on which you can collaborate with other teams on a regional level:
** COMMUNIA Association
*** work in progress amongst the CC Europe teams: an update about this will be available soon
** PSI related projects, such as [http://www.lapsi-project.eu/user LAPSI] and [http://share-psi.eu/ SharePSI]
** European cultural heritage projects, such as Europeana

** How do you plan to contribute to these projects?
*** COMMUNIA Association: we're going to contribute as one of the founding members and supporting the formal creation of the organization;
*** PSI related projects: we're deeply involved in these projects (also coordinating the LAPSI network) and we're constantly involving members of other CC affiliate institutions in the various activities that we perform;
*** European cultural heritage projects: we're studying various issues related to cultural heritage and IP law, the public domain and open licensing, focusing on Italy, but with a European perspective. We would be happy to be kept updated about possible synergies with other jurisdictions in this (and other) fields.

==Translation==

* In what language(s) will you promote CC in the jurisdiction and why?
** Italian, since this is the language spoken by the vast majority of Italians.
** In which of these languages are licenses already available? CC0?
*** The standard suite is available in Italian (version 2.5; 3.0 coming very soon). CC0 is not yet available, but a draft translation is ongoing.
** Into which of the remaining languages do you intend to translate the licenses? CC0?
*** None. Some other linguistic communities exist (both in terms of dialects and complex languages, such as ladino or sardo;see also [http://it.wikipedia.org/wiki/Lingue_parlate_in_Italia http://it.wikipedia.org/wiki/Lingue_parlate_in_Italia]), however we do not plan to translate the licenses for these linguistic groups, given an apparent lack of demand.
* How will you involve the local language(s) community?
** Even if we have no plan to translate the licenses in other languages, we're open to different suggestions (in particular if coupled with proposals to cooperate with respect to the translation).
