Considering the intent of the license, if I happen to come by a piece of software licensed under CC-SA, would it be essentially the same set of limitations (or, at least not any less restrictive) as GPLv2? I know that CC licenses are not recommended for software, but I'm not talking about my own software here - rather, something someone else has released under the license.
