Different organizations license their resources in different ways. Licenses, in general, tell you how you can use the material. Some licenses are more restrictive than others.

How is "License" different from "License short name"?
Whereas the License short name does not specify a version, the "License" field contains a url that directs you to the page with the version and terms. This is the full license of the work.
Where can I find this url on the site?
Usually, there is a link to the text or deed of the license on the site.
For Creative Commons licenses, there is a box at the very bottom of the page that will link you to a human-readable summary of the license: http://creativecommons.org/licenses/by/3.0/. This is not the full license. The full license is in legal code and there is a link to it at the bottom of the human-readable summary page.
For GNU licenses, html format is preferred: http://www.gnu.org/licenses/lgpl.html.
It takes a little bit of digging for some sites, but they usually have the link somewhere. If you absolutely cannot find the url, the site may specify the specific version. For instance, if they specify CC BY version 3.0 unported, you can search for this version on the Creative Commons web site and find the url that way.
Do I need a url for copyright, PD, and various?
