Include licenses in operating systems
Currently, there is no standard way that Linux and other operating systems ship licenses. Thus, this is a call to find a standard location for installation of licenses in the three forms CC espouses: human-readable, lawyer-readable, and machine-readable. Also, part of this would be to include some type of way to check against web services for updated licenses and to compare a file-type/mime-type against which licenses are compatible.
